Well, I do know that Mariah Carey had some very impressive chart moves in the early to mid 1990s. Here are the biggest four:
Without You (30-10)
Hero (36-14)
Dreamlover (38-15)
I'll Be There (40-16)

But, if it's true that it's been over ten years since there has been a move of 20 or more spots on the R&R chart (or the chart that Casey's Top 40/Casey Kasem's AT40/Ryan Seacrest's AT40 went by), then the last one was in early October 1994, when "Secret" by Madonna moved ahead 30-8.
