I was wondering if anybody has information on Billboard's Hot Crossover 30 chart. I'm talking about the one that start in Feb 1987, split into Top 40/Dance and Top 40/Rock and then ended in 1990...
What caused Billboard to created this chart? Seems to me that this was a predecessor of the Rhythmic Top 40 chart, except that blended Mainstream Top 40, Rhythmic and R&B playlists. Secondly, why this urban crossover chart turn into dance and rock crossovers? I'm assuming that the crossover rate became too high. And lastly, which artists and songs dominated the urban, dance and rock crossover charts? I keep seeing Michael Jackson and Prince for urban, but there isn't any data out there for chart performance, with the exception of Joel Whitburn's yearbooks (but they only feature #1 active, I think).
Sorry if I'm getting complicated, but there isn't much on the web that mentions this chart... There's more about the short lived Top 40 Tracks and the Pop 100 out there.

I was going to almost suggest Billboard back issues on google books but I just checked, they don't have a lot there between 1987 and 1990

Yes- was always curious about the chart. I do recall seeing the chart in 1990 (when I started looking at Billboard magazines). There should be some issues from 1987 to 1990 on GoogleBooks- but sure why that era is missing. it did look like an early version of what became Top 40/Rhythm-Crossover (dance-oriented). Not sure if it included R&B stations, though?

There should be some issues from 1987 to 1990 on GoogleBooks- but sure why that era is missing. it did look like an early version of what became Top 40/Rhythm-Crossover (dance-oriented). Not sure if it included R&B stations, though? Yeah, it included a few R&B stations. At the beginning, there were 18 stations reporting for the panel, 5 of which were rhythmic. This brief chart started due to the post-Madonna rhythmic explosion on Top 40 that wasn't necessarily hip-hop or r&b oriented. (Freestyle dance; e.g.: Alisha, EG Dailey, Regina, New Edition, Taylor Dayne, Club Nouveau)
At that point, radio was not as segmented as today, and Top 40 had come out of a very NON-r&b era. Disco killed Black music on top 40 (with notable exceptions) through the early 80s; But by the time Madonna, Prince and MJ came along, radio programmers realized that there was a huge audience for that type of music who didn't want to sit through five songs by Bob Seger, Tom Petty & John Mellencamp, to get to their Expose and New Edition songs.
Also note the creation of the Billboard Top 40 / Rock hybrid chart in the early 90s. Another early attempt to segment Top 40 before the big Hot AC / Rhythmic split.

So, New York's WQHT did not contribute to the Hot 100 at that time? Interesting.
Billboard had some funky things going on at that time. When I was discussing the Variety sales charts from the 80s with someone who had posted the charts, he had mentioned that Billboard only polled 199 retailers in 1985 (which is crazy when you think about how many outlets SoundSan covers, even at its start in 1991). At least the number of stations reporting for the Hot 100 was a little higher (200+ reporters in that year), and even more than what made up Top 40 Radio Monitor/Hot 100 Airplay for a number of years. Of course, there were all the small-market stations still contributing to the Hot 100 via ranked playlists through the 1990s, too.

But before Soundscan, all the Billboard chart managers kept stressing that the Hot 100 represented 'a sample'. The misnomer was that it was ever accurate before 1991.

Seems like there was a wider variety of music back in the 80's. Now, the reason for getting rid of the urban crossover version is due to rhythmic stations growing in popularity, right? Either that or it become more dominant on Mainstream Top 40.

jebsib- that's why the Cashbox chart is a nice alternate to look at, at least for the pre-BDS/-SoundScan years. Some hits that didn't hit No. 1 did on Cashbox, and some that did on the Hot 100 didn't on Cashbox.
RE the Crossover chart- I forget how many stations it grew to. I believe it ceased in fall 1990 (as I do recall it appearing in a summer 1990 edition).

Here's the breakdown of the chart's history, taken from the 100th Anniversary Billboard edition:
Feb 28, 1987 - Sep 2, 1989: Hot Crossover 30 is a weekly airplay chart of songs not limited to a single music format. Sep 9, 1989 - Dec 1, 1990: Became two separate airplay charts focusing on specific music formats: Top 40/Dance and Top 40/Rock.

Finally... I've uncovered information that I've been looking for. Here's what the February 28, 1987 issue says about "crossovers"; the first chart will follow immediately after.
Hot 30 Crossover Chart Tracks New Breed of Radio
"Billboard's Hot Crossover 30 chart debut's this week. The airplay-only chart was created in response to a new and highly successful breed of radio programming that takes its cues from many sources but does not fit the criteria of existing formats. The airplay-only chart (see page 16) is currently compiled from the weekly playlists of 18 stations; that number will expand in the future. Five of those outlets report exclusively to the Hot Crossover 30: WHQT Miami, KPWR Los Angeles, WQHT New York, WMYK Norfolk, Va., and WOCQ Ocean City, Md.
The other 13 Hot Crossover stations will serve as dual reporters; their playlists continue to be factored into the compilation of the Hot 100 or Hot Black Singles charts. Dual Reporters from the Hot 100 panel are KMAI Honolulu, KMEL San Francisco, WPOW Miami, WQUE New Orleans, KSFM Sacremento, KITY San Antonio, KTFM San Antonio, and WHYT Detroit. All of these stations fufill Billboard's tp 40 criterion of playing the top-selling pop hits in their market - but they lean toward black and/or dance in their music mix. Dual Reporters from the Hot Black Singles chart are KUKQ Phoenix, WLUM Milwaukee, WBLZ Cincinnati, WHRK Memphis, and XHRM San Diego. These outlets meet Billboard's black-chart criterion of playing out black hits in their market- but they toward pop crossovers.
The Hot Crossover 30 - the first chart of its kind created by any trade paper - will be managed by Terri Rossi, Billboard's black/jazz chart manager.
'Several months ago, we found some stations that were officially classified as pop or black were integrating dance records that didn't chart either pop or black,' says Michael Ellis, Billboard's assistant director of charts. 'These stations still fit into their respective formats, but a significant percentage of their playlists is given over to these crossover records. We also found that number of big-selling records - like Diamond Girl by Nice & Wild - never charted black or pop because their airplay was split among a handful of pop and a handful of black stations. So we found music being ignored and stations that were moving toward a new format.' "

Final list number one song for the Top 40/Dance and Top 40/Rock charts. Sinnead O'Connor has the privelege of being the only artist to reach #1 in both charts (May 12, 1990). Ironically, the song (Nothing Compares 2 U) is neither Dance nor Rock. Maybe that's the reason why Billboard decided to discontinue this chart.

Yeah... you had to be there. As weird as it seems now, "Nothing Compares 2 U" was definitely an alternative rock hit by 1990 standards. That Top 40/ Dance chart wasn't really a 'dance' chart per se. More rhythmic r&b pop stuff. Thus NC2U qualified.
If this was the Soundscan era, the song would have topped the Hot 100 for 8 weeks minimum, and probably diminished Vogue's rule.

^But, "Vogue" also was a big airplay and sales hit, so "Vogue" could have had a lengthier run with BDS and SoundScan in the mix. We'll never know. :)

Based on research and articles, I've deduced they had test charts in place going back to the tailend of 1989 with Soundscabn and BDS data. I'd love someone like Gary Trust or Rich Appel to go back in and recalculate the 'what could have been' Hot 100s for 1990 and 1991.
