I loved both, but based off of their last respective albums I'm going to have to give it to Fergie. I think she'll do better with her new material as well.

It's difficult to answer this question without hearing so much as a clip from either lady. Ultimately, they both have hype, so it will come down to who's more in touch with the times without selling out her trademark style. Gwen is working with Pharrell and Fergie is working with will.i.am, so that's nothing new there. Both producers are capable of either a hit or a dud.
Gwen's attempted comeback with No Doubt two years ago seemed a bit out of touch but maybe she's lived and learned. Fergie's only recent offering, a track from the Gatsby soundtrack last year, was excellent albeit a tad dated as well.
Ultimately, I can see Gwen scoring more out-the-gate interest with Fergie having a slightly better era overall. I fail to envision either lady having a Katy Perry/Rihanna type of smash hit era (read: neither will come close to their mid-00's heyday). Both are TRULY wild cards however. Wishing both the best!

I think it's been long enough that absolutely nothing about their prior commercial performance has any relevance to what's about to happen. Both could spectacularly flop (like somewhere between Nelly Furtado and Avril Lavigne), or both could come back to huge success and being embraced by the public/radio. I'd say it's a total toss-up.
I'd prefer Gwen to emerge victorious, though. Never got the love for Fergie's solo album as a whole, in spite of liking most of the singles.

I predict I'll enjoy Gwen's music more (but still love Fergie Ferg's) but that Fergie will do better commercially, on all counts.
