So, we talk about 1 album era where a less popular single charted higher than the more popular single
Examples: NSync with It's Gonna Be Me hit #1 Hot 100, but Bye Bye Bye which was the most popular from that era only made the top 5
Destinys Child with Bootylicious hit #1 Hot 100 but Survivor stalled at #2.
More examples? :)

I really don't know, but Love Story Hit #4, and You Belong With Me did #2... But some think you belong with me had a bigger impact, but love story is still taylor best selling song.. I think also Britney Spears, Hold It Against me #1 and Till the world ends #3..

On Pop Radio, Demons got to number one, but Radioactive got to number two.

Taylor's I Knew You Were Trouble was more popular than the #1 We Are Never Eve
Bieber's Beauty & The Beast seemed more popular than the #2 Boyfrien
Maybe Maroon 5's Payphone seemed bigger than One More Night
Janet's #2 Rhythm Nation seemed more popular than the #1s Miss You Much, Escapade and Black Cat

Prince - Let's Go Crazy #1 Peak vs Purple Rain #2 Peak A few others from the 1980s (also according to the Hot 100): Journey's "Escape" had three top 10 hits, "Who's Crying Now" (#4), "Don't Stop Believin'" (#9), and "Open Arms" (#2). All get recurrent play, but DSB's ubiquity is at an entirely different level. Def Leppard's "Hysteria" had seven singles, of which "Love Bites" was nominally the biggest and only #1, but "Pour Some Sugar On Me" (#2 then) is by far the biggest now. Cyndi Lauper's "She's So Unusual" had five hits; "Time After Time" was the biggest, hitting #1, and still gets played a lot, but "Girls Just Want To Have Fun" (#2) seems a bit better known.

David Guetta's "Titanium" (which I think is the most popular song from Nothing But the Beat) peaked at #7, while the highest charting song from Nothing But the Beat, "Without You" peaked at #4.
Taio Cruz's "Dynamite" peaked at #2, while "Break Your Heart" hit #1. "Dynamite" had more longevity than "Break Your Heart" and ended up higher on the year-end chart. "Dynamite" - #9 year-end (2010), #44 year-end (2011) "Break Your Heart" - #10 year-end (2010)
B.o.B.'s "Airplanes" (#2 peak) ranked higher on the 2010 year-end Hot 100 chart than "Nothin' on You" (spent 2 weeks at #1). "Airplanes" - #6 year-end "Nothin' on You" - #11 year-end
One Direction's "Story Of My Life", which got radio support and more well-known to the general public, peaked at #6, while the lead single "Best Song Ever" peaked at #2 due to strong digital sales.

The Cyndi Lauper one is a toss up since they are both Pop Culture staples in their own right. Both are used frequently in movies, TV shows, commericials, etc.

Timbaland's Shock Value was the first to come to mind. Only Give It To Me hit #1 on the Hot 100, but both The Way I Are and Apologize outperformed it overall.

Janet's Nasty was bigger than the no.1 hit When I Think of You. Even Pleasure Principle seems more remembered. Or Maybe the video made the song Sisqo's Thong Song was way bigger than one of the most forgotten no.1 ever, Incomplete Whitney's My Love Is Your Love was bigger than Heartbreak Hotel Jlo's Jenny From The Block, a signature hit for her, but All I Have was the no.1. Weird.

For the Black Eyed Peas in the U.S., "Where Is The Love" peaked at #9 and "Let's Get It Started" peaked at #21, but the former sold ~1 million copies whereas the latter is over 3 million.
Flo Rida's "Whistle" peaked at #1, whereas "Good Feeling" peaked at #3 and "Wild Ones" peaked at #5, but the latter two songs have sold more than "Whistle".
Demi Lovato's "Skyscraper" peaked at #10 but "Give Your Heart a Break" was bigger, although peaking at #18
Selena Gomez's "Who Says" peaked at #21, "Love You Like a Love Song" peaked at #22 and was the bigger hit
Katy Perry's "I Kissed a Girl" peaked at #1 and sold ~4 million, but "Hot n Cold" peaked at #3 yet sold 5+ million
Michelle Branch's "All You Wanted" peaked at #6 and "Everywhere" peaked at #12, but I feel like the latter is more remembered
Nickelback's "Photograph" peaked at #2, but "Rockstar" peaked at #6 yet sold 4.5 million copies (literally HOW)

Not sure what you're asking.
Do you mean songs where the higher peaking song had lower overall chart staying power than one that peaked lower?

Not sure what you're asking. Do you mean songs where the higher peaking song had lower overall chart staying power than one that peaked lower? For example MC Hammer. "Pray" and "Have You Seen Her" peaked at #2 and #4 respectively but the song with the biggest impact from that album was "U Can't Touch This" which only peaked at #8 on the Hot 100.

Im going to go with Madonna singles from her debut album....Holiday seemed like the bigger hit of the three hit singles from that album even though it peaked at #16 and Lucky Star #4 and Borderline #10 had higher peaks.

Britney's Till The World Ends and I Wanna Go seems bigger and more memorable than the no.1 hit, Hold It Against Me

The Taylor Dayne song I hear the most is "Tell It To My Heart." That peaked at Number 7 on the Billboard Hot 100 and she had "I'll Always Love You" and "Don't Rush Me" peak higher on the Billboard Hot 100 from the same album.

Akon - "Smack That" vs. "I Wanna Love You". Can't believe 3 consecutive songs blocked ST :( (even though I like/love them all)
