This album has some great songs, but also a lot of duds. It could've used some trimming.
The direction she went in was nice though.

But to a person not paying close attention, Artpop seemed like it was an extension of everything the general public didn't like about what Gaga was doing before. So it only reminded people of all the things that were wrong with BTW instead of the things that went right with it. I agree with that - one of the main issues Artpop had was the way it was packaged. Artpop as a title put everyone off immediately, especially when the vast majority of the tracks actually just sound like some of her earlier work, with stronger production. She should have embraced that rather than trying to shoehorn a pretentious concept that was pretty much just based off what was clearly her favourite track - Venus (and the title track obviously, but again, shoehorned). As you say, for a general audience, she focussed on the wrong bits. For album longevity and to bring people back on side following BTW - she would have taken advantage of the DWUW hype. Applause did pretty well and, disregarding Venus, it was around that time that people seemed to become interested again. A really strong song that could have been massive if its release had been handled correctly. I realise that there was a lot of stuff happening behind the scenes at that time, but that was a missed opportunity. I think in the future - she needs to either deliver on whatever concept she's pushing for months before album release, or embrace what's she's actually creating.
