Before I post the chart, all I have to say is whoever at Mediabase is responsible for picking Breakouts probably knows nothing about what songs move the needle as far as hits are concerned. Case in point, two of last week's six Breakouts ("Con Calma" and "ME!") debuted but despite the fact that AT40 has shown they can (and will) go five or (as was the case last week) six Breakouts, somehow "If I Can't Have You" wasn't given Breakout status despite the fact that it hit radio exactly one week after "ME!" did (and IIRC both had the iHeart hourly deals at launch). And we have no new Breakouts for the second time in three weeks (third time this year!)
Premiere Radio Networks - always like to mess with the AT40 product (both the current Seacrest and the classic Casey shows)

This week we say goodbye to Fletcher's "Undrunk" and Ally Brooke's "Low Key" featuring Tyga.
New to the chart this week is Daddy Yankee and Katy Perry with "Con Calma" featuring Snow. This track brings Snow back to the Top 40 for the first time in 26 years. In 1993, he hit #2 with "Informer" and #11 with "Girl I’ve Been Hurt."
Also, Taylor Swift and Brendon Urie debut inside the Top 10 with "ME!" and that makes it the first Top 10 debut since another one of Taylor’s hits, "Look What You Made Me Do," back in September of 2017.
Also worth noting, Khalid and Normani are spending a 54th week on the chart with their collab "Love Lies," which is no small feat. It is the longest run since "Party Rock Anthem" by LMFAOaccumulated 67 weeks back in 2012. This week the Top 3 remain the same with Ariana Grande's "break up with your girlfriend, i'm bored" holding at #3. Sam Smith and Normani coming in at #2 with "Dancing with a Stranger" and the Jonas Brothers scoring the top spot for a third week in a row with "Sucker." How long can they keep it going? What bothers me is that they are holding on to some extremely old records, such as "Girls like you", "Better now", "Love lies", and Youngblood", which are preventing the breakouts from entering the top 40. Those four songs held the #1 spot for 13 weeks in succession from last August to November. Now in May, six to nine months later, they're still here. And with one exception ("God Is a Woman") every chart-topper since is still on, mostly in the top 20.

Still wondering what other data besides Mediabase does it uses???..Mediabase doesn't have too many former #1 still around in their regular chart

That may still be true but I also suspect they adapt the chart to what they think will make the best show and keep affiliates happy.

Nat King Cole last made the top 40 in 1964 with "I Don't Want To See Tomorrow". He returned 27 years later in 1991 (26 years after his death) with a remake of "Unforgettable", crafted as a duet with his daughter, Natalie. I haven't thought of a longer break by a living artist, yet.

BTW I want to add a little from my post last week concerning AT40's Breakout excess vs. the Hot, upcoming songs in weeks to come... And my issue with Breakouts (since I've complained about their excessive use time and time again) is that more than three Breakouts is too many. Sometimes there'll be a Breakout that winds up not debuting and that's with three Breskout/Verge songs so anytime AT40 attempts four (or more), I want to be under the assumption that they're banking on a big debut week (more than three debuts) soon. Of course, we have Shawn Mendes and Sheeran/Bieber yet to come which will make it even more difficult for all of this week's Breakouts to debut (I want to think either of "Walk Me Home" or "So Close" will wind up failing to debut). Of course now we can add Halsey to the mix...

"You Can Do It" (1979) never charted in R&R. If Etta James had gotten label credit on "Good Feeling," her previous Top 40 hit, "Security," would have been 43 years earlier. She died while "Good Feeling" was charting.
