Probably. Aside from having the most points by far out of all the R&B songwriters, he's also written mostly with other songwriters (unlike R Kelly or Stevie Wonder) which means that due to the point splitting, he had to have written a lot more hits, and he's also fairly pure R&B. Although he had many R&B songs that crossed over to the pop charts I wouldn't say that he had many songs (if any) that weren't R&B.
