Going through the songs that have been listed so far, it's interesting to note that many of these #2s were, actually, #1s under other circumstances. Here's what I got based on my own records. It's, by no means, an exhaustive list:
Unofficial #1 (Missed Out On A Sunday Final Update): Ashanti - Foolish Ke$ha - We R Who We R Avril Lavigne - My Happy Ending Jordin Sparks with Chris Brown - No Air
Would've Been #1 If The Chart Were Ranked By Audience: B.o.B. featuring Hayley Williams - Airplanes Ne-Yo - Closer Katy Perry - I Kissed A Girl Britney Spears - 3 Gwen Stefani featuring Akon - The Sweet Escape
#1 On Billboard Mainstream Top 40: Celine Dion - It's All Coming Back To Me Now Avril Lavigne - My Happy Ending OMC - How Bizarre Shaggy featuring Ricardo "RikRok" Ducent - It Wasn't Me TLC - No Scrubs
#1 On American Top 40 (Ryan Seacrest): B.o.B. featuring Hayley Williams - Airplanes JoJo - Too Little, Too Late Jordin Sparks with Chris Brown - No Air Usher featuring Will.I.Am - OMG
#1 On American Top 40 (Casey Kasem - Brief Unpublished Mediabase Chart Period): Destiny's Child - Survivor
#1 On Rick Dees' Weekly Top 40: Mariah Carey - Always Be My Baby Cher - Believe Celine Dion - It's All Coming Back To Me Now Pink - Most Girls Santana featuring The Product G&B - Maria Maria TLC - Waterfalls
Year End #1, But Not A Weekly #1: Natasha Bedingfield - Unwritten Lifehouse - Hanging By A Moment Vertical Horizon - Everything You Want

If I'm not mistaken, No Air was also an unofficial #1.

It's, by no means, an exhaustive list: Not to mention a large handful of them were Hot 100 #1s but not CHR #1s (Umbrella, Kissed a Girl, Fireflies, 3, We R Who We R)

As we all should know, initial chart positions are not necessarily indicative of what will be "most memorable."
I'd think that Janet Jackson and Usher have the most No. 2s (six each) since Radio & Records' 1973 inception.

I remember him interviewing her and telling her that "Sober" was #1 on his chart. Maybe I'm mistaken.

Cerebro is right about "Airplanes," "No Air" and "OMG," they're the only ones in the past three years or so.

Didn't Already Gone peak at #2? Oh I see what you did there. Since AG is a retread of Halo and Halo peaked at #2 you're making a joke. Good one ;) Completely I just didn't remember.

If I'm not mistaken, No Air was also an unofficial #1. I believe you're right. "Always Be My Baby" only peaked at #3 on Billboard. "It's All Coming Back to Me Now" also hit #1 on Rick Dees' chart. More Billboard #1s: Nicki French - Total Eclipse of the Heart TLC - No Scrubs Jordin Sparks & Chris Brown - No Air Correct on "Always Be My Baby". Some of my wires got crossed, I meant to put that one under Rick Dees. I added "No Scrubs" to my list, as that was a #2 hit on the R&R/Mediabase chart. "Total Eclipse Of The Heart" peaked at #3 on R&R so it "doesn't count" per the parameters of this thread. "No Air" peaked at #2 on Billboard.
