Yeah, ignorance on my part. I just didn't know its rules.
As for Katy, I (or no one else) was not trying to say she was robbed of anything. I just going on the hypothetical situation without the new rules, but I see it's not really possible to know because of all that's been exposed.

I also hate One Sweet Day, but Missing is quite possibly my favorite song ever... I will say that top ten is remarkably accurate as a time capsule of that era. "Wrong" > "Missing". The lyrics connect to me more than "Missing". But everything EBTG / Tracey Thorn related is great. Coincidentally enough, I was just listening to "Wrong" today on my i-pod lol

I wonder, with this new rule, there would the campaign for some huge #2 hits to hit #1 like Bad Romance and Since U Been Gone or pre 1998 airplay hits like Don't Speak and Iris. Just release some new remix to help a bit. It's pretty obvious that if Lady GaGa (God forbid) were to die in the next 5-10 years. Bad Romance will get that #1 peak. If she did...you dont know that who says Bad romance would be her song to get the biggest boost, just dance, poker face, or born this way could all have a shot to beat it, and it would be prevented from hitting number one

I don't see biggest jump to number 1 to be a very important record. The fact that a few chart points decided whether POM would debut this week or not just goes to show what an arbitrary record it is. I think debuting at number 1 is much more impressive, even if many songs have already accomplished that feat.

Thank you for the "Into the Groove" acknowledgement, ry4n. No. 1 would have been a good possibility, but most definitely top 10 (and top 5) if Billboard charted the 12-inch as it did on the R&B chart. If only "Into The Groove" could chart :'( That's probably my fav Madge track.

I think those 2 Britney songs both bubbled under before debuting at #1 on the Hot 100 the following week. Not sure at what position though.

While I used to agree with that - the fact that they changed the album charts to allow catalog titles (when they were a comprehensive chart) and now for WH (when there is digital songs charts) - those would be beneficial to radio, retail and labels. These changes are clearly aimed at the publicity. There was an uproar with MJ and if IWALY wasn't on the charts, the same outrage by the public. It funny how Billboard is ALWAYS behind the curve - no 12" singles on Hot100; songs could only chart if in Top 75; the whole no commercial single issue; not to mention for years - sales counted from all genres, but not airplay until 1998, etc. I just look at the components - sales; airplay. I pay little heed to Billboard chart games.

Touch My Body didn't debut at #1. It bobbled around the #15-20 range for a few weeks before they finally released it digitally.

Biggest jump to #1 is cute but if any record highlights how trivial the concept of record holding can be, it is that one. It's really just the next best thing to outright debuting at #1, and yet some people would rather Katy have the next best thing b/c it's another stat someone can put her name next to and make her look more ~special~. I don't like the new rule. It isn't fair. Unfortunately, Billboard is not published mainly for music fans. Radio, retail and labels is their audience. Who said he was just being a "fan" when he said that? (Of note, I know his faves and neither of them are currently affected by these changes, in fact one of them could actually benefit from it if the change extended to holiday releases. So I have no reason to believe he's speaking from a 'fan' POV when he makes this statement.) For that matter, who said you have to be only a fan to think this rule isn't fair? Radio PDs, retail managers, and label execs can have dissenting opinions too. If IWALY were selling enough to block Katy from a #1 debut I guarantee you Capitol wouldn't think it was fair. They just lucked out and now they don't have to worry about it. And goodness knows how many Capitol execs screamed the equivalent of a temper tantrum "IT'S NOT FAIR!" when Billboard decided Katy's re-release chart peaks would not count with her original run. I actually do not have a problem with either of the new rules BB has implemented recently; I however am not entirely pleased with the way they have decided to make and announce those rules. Everything has felt very last minute and more motivated by BB's own reactionary stanning (in Whitney's case) or hateration and shade (in Katy's case) rather than a genuine assessment of the state of the industry. Both situations had precedents that occurred years before and it's absurd that they waited until just now to do something about it. In short, I expect better organization from what is supposed to be the premier unbiased publication "bible" of the music industry. Like others have pointed out, they should be doing a monthly or yearly review of their rules, making changes as they see fit and then announcing any rule changes when they make them - and giving at least a week's notice before putting changes into effect. Though I have no problem with the new Hot 100 rule, I still find it a bit lacking in what I would want to see. I wish the Hot 100 mirrored the BB 200 in that it had a 'currents' chart and a 'comprehensive' one, while keeping the same sales+airplay ratio. I think both charts would be popular and useful enough to warrant their existence.

It slowly is, but it's been on the Hot 100 for over 20 weeks and was below #50 thanks to rule that allowed Whitney on the chart. Had Whitney not been allowed to chart, Colbie would've most likely still be above #50 and charting. But, Colbie can re-enter next week or the week after if she's high enough.
