RE why the cutoff days for airplay and sales differ: A sensible reason, actually.
It takes a couple of days for sales data to process, whereas the airplay info doesn't take as long. So, Billboard uses the most up-to-the-minute airplay info it can for the Hot 100.

"Lights" and "Wide Awake" were never the IT songs, a #2 peak is appropiate.

People love to designate "rightful" #1 singles around here. I've heard Lights and Wide Awake. Never heard Whistle. I hear "Wide Awake" on the radio and talked about more IRL than "Whistle" or "Lights". I do hear "Lights" more than "Whistle" though. It's just a perspective, individual thing though. That's why the Hot 100 is measured by concrete measurements like airplay numbers, hard sales and streaming plays.

Songs: Flo Rida Breaks Female LockBy Paul Grein | Chart Watch – 5 hours ago Flo Rida's "Whistle" jumps to #1 on the Hot 100, displacing Carly Rae Jepsen's "Call Me Maybe," which was #1 for nine weeks. Female solo artists and male/female collabos have had a near-lock on the #1 spot this year. "Whistle" is only the second #1 hit so far this year on which a woman wasn't at least featured. The only other all-male #1 of 2012 is LMFAO's "Sexy And I Know It," which hit #1 in January. I like Flo Rida. Don't love Whistle, but love Good Feeling, thought that should have been a #1 song.
Couldn't be more excited for next weeks charts. If Taylor Swift doesn't shoot to #1, then the chart formula is messed up. Her song will absolutely be the biggest song in the country next week. The first time I heard it I thought, 'holy crap could that be catchier'. Great song!

I hate Whistle as much as the next gay, but obviously most people haven't heard it yet considering it's the lowest on airplay. The H100 isn't an airplay chart.

So, I think the reason BB adjusted airplay up a bit is to have a closer to even ratio between airplay and all consumer-driven data (since both sales and on-demand streaming are actively chosen by the consumer).
The entire top 4 (those are the only ones I'm looking at) still get less than half their points from airplay.
If you look at what % of their totals come from each format, it's:
(sales/streaming/airplay) Flo Rida: 56% 19% 25% Ellie: 30% 22% 48% Carly: 43% 21% 36% Katy: 37% 15% 48%

The bottomline is "The digital sales is still the most dominant among all the components of the BBHOT 100." :) Except it's not. We just have a chart where the top songs aren't powerhouses in any of the components right now, so a song that is fairly balanced in them was able to hit #1 and next week a song that is getting an excessive amount of points will be #1.

Nowhere close, Rihanna and Katy are both extending their consecutive weeks on the hot 100. Katy's been on for over 2 years and Rihanna for much, much longer.

I don't think so. 2005-early 2012 obviously has artists come in with a bunch more songs than before due to the new rules, but now we're in a new streaming era that will hinder songs from debuting due to solely moderate digital sales.

Even with streaming, big digital sellers could still easily debut countdown singles and popular album tracks.

Yeah, streaming has a lessened effect on the bottom of the Hot 100 in comparison to the top.

Well, yes, but Taylor Swift's Speak Now had all 14 tracks debut in the Hot 100. With the new formula, most likely only the countdown singles and the highest selling album tracks would have debuted. Maybe 7-10 tracks instead of all 14?

Chart trends change -- you could say "radio singles" to pare that list down. When you look at top tens it is a lot more "fair" over the decades. But even then the lead vs featured issue comes up.

Maybe 7-10 tracks instead of all 14? It's still 7-10 more than anyone would have before digital tracks. Billboard can put in parenthesis how many have reached top 10/20/40 if the point is to restrict to actual hits or something. Edit: badrobot above had the same idea.
