What is an emerging artist, exactly? They are defined as those who have fewer than 50,000 Twitter followers and have not appeared as a lead artist in the top 50 songs on the Billboard Hot 100.

This scares me. With this being an actual chart, how long until they decide to add this to the Hot 100. 44 – – 1 ARTPOP, Lady Gaga 44 lol, how do they know that people aren't discussing the album here?

A chart that has nothing to do with hearing, buying or watching a track (video, for watching) should have no input on the Hot 100. I'd think even Billboard would not be silly enough to make it a factor for the Hot 100.

I don't see it happening.
It would be hard to measure. They are tracking Twitter chatter for a song but what is the chatter about?
Is it good or bad?
Hypothetical example:
Iggy Azalea is the biggest thing out right now, let's say the follow up generates enough chatter to score high on Twitter Tracks (which is likely). Let's say people don't like the follow up. Does it mean then that it soars up the Hot 100 based on that?

Well, same could be said about views- do they like oi hate what they're watching? :) But, as said, at least it's viewing/watching something, not just chatter.

From what Billboard wrote, they're tracking songs shared firstly by looking at links to the song if it came from Spotify, vevo, itunes etc. or if they use hashtags like nowplaying. The third criteria is the most vague as they look for the use of music terms like listen, and music.
In the Iggy example above, they'd assume if you don't like the song you won't share it. Also lots of people hate watch videos and those views still count towards the charts.

It would be unfair to add this to the Hot 100 because so many of the Tweets they track are "shared streams," so there's a serious redundancy issue there

I think this should be added to the hot 100, and lets face it, love it or hate it, somewhere in next 2 years, this chart will impact the hot 100. Plus, it's actully a really good representation of the top songs.

^Popularity of what, though? If people talk about the biggest box-office turkey of all time, does that mean it's "popular"? Sure, some actual big hits are present, but there are plenty others that wouldn't qualify as such. That does happen from time to time with streaming, but at least that's relayed to actual listening, watching/streaming.
