Tory Lanez appears to be. None of his new singles have touched the charts.

Some of these are ridiculous. Can we wait for them to disband, retire, or have a flop era before we say this? Most silly is citing 21 Pilots when they haven't even issued the followup to "Blurryface" yet.
Macklemore still charts, though not at the level of 2013-14 (when he was so overexposed a backlash was possibly inevitable). Meghan Trainor of course had several hits from 2014-16; I can't write her off yet, though there was some serious slippage in her second era. Not sure if Sara Bareilles will have more pop hits, though she has a successful Broadway show and other endeavours so that may not be a big priority for her anymore, in terms of either artistic ambition or public success.
A lot of one and two hit wonders (at least in terms of current perception) from the past decade or so are listed; most we can probably consider done at least in terms of pop hits, but they're recent enough that some could surprise us. Carly Rae Jepsen, Taio Cruz, and Leona Lewis are among those who I'm surprised haven't had more hits, given that each has one that is huge and well-remembered.

I’d not include Cyndi Lauper, Paula Abdul or Sara Bareilles. They had top 40 hits for over 5 years and that’s not fast. Some examples I could think of: - Tiffany - Donna Lewis - Spandau Ballet - Gin Blossoms - Lisa Loeb

In their native UK, Spandau Ballet were popular throughout the 1980s. It was in America where they only had three top 40 hits in 1983-84, of which only "True" seems widely remembered now.

I can see the chainsmokers probably falling on this list by next year if they don't get another big hit

She had top 5 singles from 2009 up until 2017, and it wouldn't shock me if she gets one or two more in the future. Try again.

Either way I wouldn't call 2009-2013 that quick, especially relative to some of the other artists on here, and she's still a fairly big name imo despite not really having many hits of her own these days.

It was 2013. This entire thread could be seen as "relative." Lol

Right. Gaga's hits may have slowed but haven't stopped altogether, and the fact that she still draws a lot of attention for anything she does (not limited to singing) indicate that she doesn't belong here. If her hit run or time in the public eye had stopped after the Fame eras of 2009-10 then I'd agree, and to a lesser extent if it had ended after Born This Way. But if that were so then she probably wouldn't have been at the Super Bowl in 2017.

Scissor Sisters lost popularity pretty quickly :/
Yael Naim(New Soul) was popular for maybe 2 two weeks because of that song being featured in a commercial.
There are a lot of indie artists like Fiest/Of Monsters and Men who I'm unsure fit under this label because while they aren't selling/charting like they did at their peak, they still do well with festival appearances and are decent touring acts.

And even if you only consider Katy Perry's peak period (about 2008-14), that's not "very fast".
Post Malone has been having hits for about the same length of time.

Katy Perry and Post Malone I don't think 9 years between Katy's first and last top 10 (and 6 years between #1s) fits in the "came and went" category. Both Katy and Post had 3 big eras (+ Witness and Twelve Carat Toothache were fine), and the OP is about " artists that were very very popular for like a year or 2 or even 3, then suddenly disappeared".

Katy Perry and Post Malone Katy had a pretty good run from 2008 to 2014 ending with her superbowl performance, and that's not a short run. However I find it quite short when compared to artists like Beyoncé, Taylor, Maroon 5, Bruno Mars, Adele, Justin Bieber and many others. When compared to them, Katy truly came and went quite fast (and now I'm sad because I really liked her music)
