I don't think there's an appetite at this point for making a 25/40 rule, but there may be a 10/100 superrecurrent rule coming if Blinding Lights manages to keep holding on for a few more months .

IT'S A CHART ABOUT STATS, NOT MEANING. How many times do I have to say this?!?!?!?

If stats and consumption dictate that songs are consumed for longer periods than before, then so be it. That's how the general public does it. Besides, no one besides chart nerds and watchers like us care. If Billboard announces a 0/52 week rule tomorrow where songs get taken off after 52 weeks no matter how high or low they are, no one in the normal listening public will care. 

Chart success will rarely impact a song's legacy.

Any song that lasts on the charts for year is going to have established at least some kind of legacy already, I would think.

the 25/40 or whatever posts misses the point of the 25/52 rule change in the first place. The intent was to cap chart runs at 52 weeks unless it hangs on the top 25 light someone's favorite song is doing

For the person complaining about songs hitting 52 weeks - you really need to look at the list that hit 53 - not 52

Superrecurrency is indeed a tough boundary. Of the songs that are currently on the chart that look like they may hit a year, only one of them (Levitating) has a fair shot of hitting 53 weeks, and even that is by no means a sure thing.
