You may have answered your own question. 'She's Out' likely missed the top half for exactly the same reason that the 'Emotional' did.

There is a certain corny but very entertaining aspect to this song. Deserved better. Although this is a good slot among my personal top 100 of 1980.

This kinda cruises over from 1979. My favorite Kenny Loggin's ballad .I still prefer to rank the much more fun sounding "I'm Alright" from Caddyshack soundtrack.
