This year it's absolutely Ariana, and she's just getting started. I don't think Billie can do anything to eclipse her. Lady Gaga had great success but not IT girl level. Halsey has two songs people like. Taylor can't compare to ariana.

Lady Gaga : Already peaked in 2009-2011. Taylor Swift : Already peaked too. Then for this year it's too early to know. She's just started her new era. Cardi B : Already peaked in 2018. Halsey : Not yet massive enough outside the US. Apart from her collab for the moment she had only one hit in the worldwide. Billie Eilish : Still in the revelation stage, not yet confirmed.
So imo Ariana Grande is the it female singer of 2019 so far.

I'm not sure we would be entertaining this question so early anyway...we just finished the first third of the year. And look at last year for example - most people would have said Camila in May, but by the end of October the answer was obviously Ariana. Things change very fast.
That said, assuming this is a US-centric question, Ariana is the It Girl for the first third of 2019.
Gaga is the newest It Girl in Hollywood, not in music.
Billie is doing very well for a newcomer, but still lacks the star power.
If Halsey would drop an album this year, she could possibly give Ariana a run for her money. I am surprised no one made note of it at the time, but her SNL episode is tied for second-highest ratings of the season so far, which is particularly notable because she is the only person this season to be both the host and performer - i.e., she was the only possible viewer draw that night. The budding interest in her is there, she just needs to cash in on it.
Taylor still has lots of fans but the new-car smell has long been gone.

Ariana is the top draw so far in 2019. Halsey is a fairly distant second (some of us forgot that she had a number one song this year, apparently).
For breakthrough, it's between Billie and Lizzo.
One name I hadn't heard being thrown into the mix, but deserves it: Kelsea Ballerini.
