Well, if you mean on the official YE, the next closest songs were Miss Me (2010), Little Talks (2012), and Drink a Beer (2014).
If you mean the J-D lists, Use Somebody and Rolling in the Deep would’ve missed anyways. As for 2014, because the back half of the year was so much stronger than the beginning, the bottom 3 on the official YE wouldn’t have even made it. Thus, taking Radioactive out of the picture would’ve made I Don’t Dance the #100 song.
This is just looking at quick listings. Obviously, if the 25/52 rule had been around longer, all the songs beneath them would’ve had higher chart positions, and some might’ve even gotten an extra week or two before going recurrent. But it’s really hard to account for that.

^ yeah I was curious about the official YE's. Pretty sure the next closest songs in the other three years were This Is Your Night (1997), Stop (1998), and Fresh Azimiz (2006) so those would probably have all made the official YE (in the first case for the second time) had the 52/25 rule always been there.
On the J-D lists all three of the entries form before 2010 would miss anyway.
Also I thought I Don't Dance & Somethin' Bad made the J-D one anyway in the same position with Love Me Harder at 100

We need to start talking about the possibility that Only Human can finish at #78 again. Right now it's at 72 and it will be passed for sure by Mood, Popstar, Got What I Got and One Of Them Girls. The Woo is also possible. However what's more important is that it's in an insanely close clump of songs. It looks like AIWFCIY, Panini, I Hope You're Happy Now, Only Human, Hot, You Should Be Sad, The Bigger Picture, stuck with u and 3 Pop Smoke songs Dior, The Woo and Mood Swings are all gonna be within 10,000 points of each other and thus we got like 11 songs that could be in any order and only one of them can be #78. But I really hope it happens.
It'd also be cool if Pop Smoke's 3 songs were right next to each other but I think The Woo is probably gonna be a few spots ahead of the others. Certainly seems like Lovin' On You won't make it to the other 2 Luke Combs songs

Part of me just wants More Than My Hometown to make the year end list just because it wouldn't feel right for Morgan Wallen to only have gotten one year end hit in a year when he's had 4 songs crack the Top 40 (Chasin' You, Heartless, 7 Summers, More Than My Hometown). It just wouldn't really feel representative of the amount of success he's had this year.
Also I just love the song too, which helps.
Luckily it seems like it's more likely to make it than not, but I'm not sure it's a lock yet or anything.

It's a shame One Beer is almost guaranteed to get caught between years. I like the song a fair bit, and it would've been nice for Lauren Alaina to get another year end hit.
Would One Beer have any chance to make the list if it's a 53 week chart year?

That one week it got knocked off the charts because of Taylor Swift's Folklore album bomb is what will most likely cause One Beer to be caught between years (assuming a 53 week year).

It would have to shoot up to the top 10 next week and stay to have a chance at making it.

It would have to shoot up to the top 10 next week and stay to have a chance at making it. I would be surprised if it dropped off the charts entirely, as it's still being pushed on country radio, but you are right that it's probably not going to be able to rebound high enough by the end of the year anyway. It's really just wishful thinking on my part, but I hope it has even a small chance.

It's probably going to end up having had a very similar chart run to I Hope You're Happy Now, but not during the right time of year to make the list like that one is.

Part of me just wants More Than My Hometown to make the year end list just because it wouldn't feel right for Morgan Wallen to only have gotten one year end hit in a year when he's had 4 songs crack the Top 40 (Chasin' You, Heartless, 7 Summers, More Than My Hometown). It just wouldn't really feel representative of the amount of success he's had this year. Also I just love the song too, which helps. Luckily it seems like it's more likely to make it than not, but I'm not sure it's a lock yet or anything. Blame Wallen’s team for mismanaging the singles then. They introduced More Than My Hometown too early into Chasin You’s run, and then released 7 Summers right before they were gonna start promoting MTMH. If you wanted multiple YE hits, More Than My Hometown probably should’ve been dropped as a single once 7S’s streaming proved to be so massive. By the time they finally start promoting 7S, its streaming will probably be gone. Also, how are you gonna release a song called “7 Summers” after summer is already over.

What are the odds that positions pulls a Hello and gets enough points to make the year-end? More likely gonna be a Thank U, Next situation. #1 debut that honestly isn’t that strong, but the competition is so weak that it sits at the top spot for a decent amount of time. Comes out too late to make the first year end, and ranks highly on the second year end (but misses the top 10 because it came out too early, and because Grande doesn’t have longevity). Keep in mind that Hello was a rare phenomenon that probably won’t ever happen again, especially due to the decline of sales and the increased point cutoff of the year end charts (it used to be about 150k before 2017, and about 120k before 2013). If there are any parallels between Hello and Positions, it’ll be that both debuted at #1 at the same time as a #2 debut (placing my bets on Forever After All)

It's still my expectation that More Than My Hometown will scrape on this year and 7 Summers will make it next year once it gets it's radio push, but we'll see what happens.

Here's some analysis on what I think the bottom of the 2020 year end list will look like, using my predictions as a reference:
Even Though I'm Leaving will likely be #95.
More Than My Hometown, Lovin' On You, and Slide will occupy spots #96-98 (not in that specific order).
Walk Em Down will probably be #99.
#100 will be between Said Sum, Lemonade, Tusa, Kinfolks, and OUT WEST (my predictions lean towards Said Sum but it can go any way).
