This may be difficult to measure and may happen to a lot of songs not sure. But it’s an interesting chart analytics - to me at least.
What songs do you know would have went to #1 any other week in the year but got stuck behind another huge song that was #1 during its chart run.
Example: When Nothing Compares 2 U was #1, Don’t Wanna Fall in Love by Jane Child was #2, and All Around The World by Lisa Stansfield was #3.
According to Billboard, those 2 songs had enough points to go to #1 any other week that year except the 4 weeks they were stuck behind Nothing Compares 2 U. Crazy bad timing.
The key is ANY OTHER WEEK that year. Anyone have other examples they know?

"Any other week" is hard to answer and I know in the Streaming Era (2013-2020) it didn't happen. Anaconda, Thinking Out Loud, Hotline Bling and ME! were very strong #2 peaking songs, but they weren't stronger than songs from those same years that didn't block them like Happy, See You Again and 7 rings.
My point is: Anaconda, TOL, HB and ME! would've been blocked by Happy, See You Again and 7 rings, respectively, so it doesn't apply to the "any other week" criteria.

Not sure but there are probably a lot of songs that would have been a top 10, top 20...if not for an album bomb or Christmas.

Justin Bieber’s “Boyfriend” would have hit number one if wasn’t for FUN’s “We Are Young”, the latter of which had a huge advantage in having more streams.
“Boyfriend” (#2):
• 521K sales • 40M AI • 0 Streams
“We Are Young” (#1):
• 363K sales • 104M AI • 1.18M streams

One More Night was very weak. Gangnam Style would've been blocked by most (if not all) number ones in 2012.

I mean there are a lot of cases. The cases before the streaming era (or before the 21st century) we have no idea really on most cases (unless you’re old enough to remember)

I'm pretty sure Anaconda have the second largest point in a single week for the year only behind Shake It Off's debut week which does block Anaconda Happy was much bigger than Anaconda in its peak week. Happy's best week 490k sales + 187M airplay + 8M streams = 79,900 points
Anaconda's best week 120k sales + 25M airplay + 32.1M streams = 70,600 points

That streaming amount was absolutely nothing compared to streaming era numbers, and digital sales were at their all-time high. Even less than a year later when they included YouTube, we then saw a song getting 100 million streams in a week. I bet they really in retrospect knew that was kind of a mess to give such infant numbers a huge weight.

Gangnam Style would've been blocked by most (if not all) number ones in 2012. you're right but my example was sort of going against what the original post's criteria is bc it would have gone to #1 only if streaming was counted not because the song blocking it was too much of a powerhouse

Rihanna: ‘Pon De Replay’.
It peaked at #2 behind ‘We Belong Together’ for three weeks, and for all three of those weeks it was the #2 song in overall Airplay and #1 in Digital sales.
Unfortunately, this was still 2005 and Carey’s unprecedented Airplay lead at the time (50-60M AI ahead of ‘PDR’) was too strong to be overtaken.
It was a similar case with Green Day’s ‘BOBD’. It was blocked at #2 by ‘Candy Shop’ but had great Digital sales and high airplay to possibly chart at number one if it instead peaked a few weeks earlier or perhaps later.

Mariah Carey's "Can't Let Go" is a prime example. If her label hadn't removed the single CDs in order to boost album sales, it would have definitely gone to #1.
Also, I can't help but wonder if Mariah's "Shake It Off" had any shot at #1 in 2005. It was very unfortunate that it was blocked by her own "We Belong Together", and once it fell off came the behemoth that was Kanye West's "Gold Digger". A real missed opportunity. 😔

The only way it would have is if ‘Golddigger’ didn’t soar to the top spot with the unprecedented Digital sales it had the week ‘We Belong Together’ fell from number one, or if the latter had fallen from number one a few weeks earlier instead. The week ‘SIO’ first peaked at number two on the Hot 100, it was still behind ‘WBT’ in Airplay albeit only just. The following week ‘GD’ shot to number one with over 80K Digital sales and continued to sell over 70K units for the next several weeks. Unfortunately, ‘SIO’ wasn’t competing anywhere close in Digital sales so it had to settle for #2 for the next few weeks although it was now number one in overall Airplay, however it was soon surpassed by ‘GD’ too. At least ‘SIO’ went number one on Pop radio and the (absolutely ridiculous chart) that was the Pop 100. 💀
