The problem though is that even streaming is down across the board, songs still have their normal radio. Which I think will hurt his bomb since its like radio is being weighted more How radio is still strong during the corona? Since the audience levels are based on estimates, they probably haven't recalibrated them yet, since the pandemic in this country only started less than 2 weeks ago. I don't know how often they recalibrate, but once they do, we should see numbers start to drop.

They're actually supposed to start surveys to see current radio consumption next week. The data from them won't actually be finished collecting, and make an impact on radio audience's being adjusted until late Summer at the earliest. Who knows if they're still going on schedule at this point though.

Most Billboard #1 hits rely heavily on both streaming and airplay, and if they are overestimating radio audiences, it doesn’t mean the #1 song shouldn’t be at #1. It just means the point totals across the board are inflated.

^What you said is true to a certain degree, but not entirely. Here is this scenario:
In 2 weeks it should most likely be Don't Start Now vs The Box for #1, based on the fhas's calculations for last week Don't Start Now had 52% of its points coming from radio while The Box had 24%. Even though streaming is only down 10-15% (it shouldn't affect the chart that much). What if The Box has 35K points and Don't Start Now has 35.2K points. In normal circumstances DSN would not be #1.

Streaming and sales hits are losing points on the Hot 100 because streaming/sales services are accurate enough to show how they're losing popularity. Radio audience is stable because they need to "re-calibrate". It's like... you're losing because you're accurate and you're not losing because you've no way to show that you're really losing. Makes no sense and it's extremely unfair.

I have a feeling that if this gets any worse, we're gonna end up back where we were in 2017 when a significant portion of the Spotify charts had under 200k streams. Especially since artists are going to be weary of releasing new material until the coronavirus is no longer spreading.

The radio is where majority of Label cash-flow is...so there won't be a change In radio performance at this point. If streams/sales are this precarious due to the COVID-19 pandemic, then this just gives labels more leverage to throw more cash into 360-deals to help their big artists stay on top.

Surveys are done often to determine listener habits, population is taken into account, trends are used, graphs and formulas, etc. It's an extremely important and lucrative thing in the industry. They don't play around with it. It's as important to the radio industry as the census is to the government. Determines budgets, advertisement charging, and helps stations determine playlists. They're not 100% accurate, sure, but they're very close to it. It's only in extreme cases like right now where it's going to be off.
