The early 00s is the point at which the recurrent streams become increasingly divorced from historic chart performance. There's still a lot of songs from those years that have massive streams, and some of them were huge chart hits, but a lot of them were only minor chart hits or in some cases didn't even chart.

Whataya Want From Me just happens to be on my Best of 2010 list, and Daughtry is going to be an honorable mention on my Best of 2008 list with Feels Like Tonight, and are sure to make my Best of 2007 and 2009 lists with Home and No Surprise respectively.

However, with 300 million on the main song I don't think we can count it. And as much as it hates this resident Britney stan to say this, the second lowest I could find was Hold It Against Me with only 45 million. By comparison, Till the World Ends peaked at #3 and has 94 million, while Criminal peaked at #55 and has 66 million (no doubt due to Tik Tok; I'll give it to them for having taste this time).

No surprise about "Harlem Shake" considering it arguably isn't even really a song. But ironic in the sense that it was one of the first Hot 100 #1's that owed much to streaming--or, more accurately, YouTube and other clips that most often showed memes, flash mobs, or people dancing to a fragment of it. Whether these should ever have been counted toward its chart performance is a good question.
