I wouldn't say dead for this but regarding the U.S. charts Kylie Minogue. The Loco-Motion was top ten in the late 80's and then made a U.S. comeback with 2001's "Can't get you out of my head" which was also a top ten.
She was still doing well in her native Australia and several european countries throughout the 90's and early 2000's but "Can't get you out of my head" was huge reaching number one in a lot of countries.

Most of the ones said here are one-offs, like did Mike Posner get a hit after ITAPII or Did Jason Mraz get another hit after I’m Yours or Omarion after Post To Be? Jonas Brothers is still a valid answer.

Also post-"I'm Yours" he's had "Lucky" with Colbie Caillat and "Have It All", neither of which was much of a hit based on chart numbers but both have gotten gold RIAA certifications.

Idk if Jason Mraz is the best example either since he didn’t really have a ‘lull’. I’m Yours was the first single from his third album, but his second album didn’t do that poorly compared to his first. He just hit a new peak.

I don’t know if her career was dead, but it was definitely in limbo. I think the “Stupid Girls“ video really sparked interest in her again, along with the promotion of it (TRL, Oprah, etc.), and if I remember correctly, the video crashed MTVs site. It did, however, stall on radio, along with “Who Knew” failing to make much of a splash. It wasn’t until after “U + UR Hand” saved her radio career in the US that WK became a success there. I, also, remember “Who Knew” being a hit in Canada in its first run, and then became a second hit when it got re-released in the US/North America. Imagine having two runs of a song? Obviously the second was more substantial. I LOVE that they took a chance and re-released it. A very cool story during her career, and feat.
All that being said, if it wasn’t for her team fighting for her on radio during UUH’s run, I don’t know if the song would have revived her career, because it was starting to tumble before they interjected.

When Rude Boy came out it exploded and Rihanna was back on the map. She was falling off slowly but Rude Boy helped her get back up. As for Beyonce, after the Sasha Fierce era the mainstream audience was not playing Beyonce or listening to Beyonce at all. When drunk in love came out Beyonce was back on mainstream top 40 radio. To sum it up, their careers may not have been dead, but there was a time when both Rihanna and Beyonce were slowly falling off, but got lucky and got a refresher.

Biggest hit of their career and first one to make much of an impact since "One More Time". Random Access Memories became their biggest selling album as well. Not to mention they then had two big hits with "Starboy" & "I Feel It Coming" afterwards.
