Ava Max easily, I mean "Kings and Queens" could've really charted in the Billboard Hot 100 right now

Shaed comes from the alternative circle where it's pretty difficult to get a second hit on the Hot 100. Just ask Marian Hill or Portugal the Man.
Ava is more likely because she's a pop artist. I could see her as the vocalist to a Chainsmokers or Calvin Harris song that puts her over the top. Or maybe the first single from her second album could click.

If Ava Max carries on with the same formulaic songs sheβs been releasing for the past year, I doubt she can get another hit. That said, she still has a bigger chance than SHAED
