I don't think OTR was promoted that way. It was a meme and everyone rode that wave. Hotline bling helped Drake open to so many different demographics just because it was a meme material.

or will it literally be treated (list-wise) as something like WAP or Wrecking Ball (initially hits #1, falls, comes back later with all subsequent weeks tied to that initial #1 run)?

It will probably be treated as simply a non consecutive run at #1 like the examples you gave, but to a greater extreme. It has already hit number one in 2020 and it's not included in the 14 new number one hits of 2020.

Don't people get tired of streaming the same song or hearing it on the radio? It's really making the BB Hot 100 seem out of date imo.

Yeah but at least in 2018 and before there was movement in the charts. People back then moved onto different songs quicker than today. Right now, the charts are slower than it was two years ago and it's because Covid-19 slowed everything down.
