Yes, I only counted records of the Ryan AT40 era.
And your recollection is accurate.

Before then, in the Casey's American Top 20 (Hot AC) started as from March 28, 1998,

"Smooth" by Santana feat Rob Thomas spent 25 weeks at #1 (1999-2000),
"Wherever You Will Go" by Calling spent 22 weeks at #1 (2001-2002), and
