My question for you is: What years for popular music do you consider to be the most uneven in terms of quality? Where the good stuff is really, really good, but where the bad stuff is on another level of awful. To me, the year that most comes to mind is 2013. The best hits of that year are exceptionally strong, but 2013's bad hits are absolutely atrocious. I'm interested in hearing what you guys say.

2015 probably. When songs that year were good, they were amazing, probably some of the best in the 2010s. However, we also had to deal with bro-country at its peak and Vine rap, so bad songs that year stood out.

2020
There were some amazing pop songs that year, tbh some of the best pop songs in years (Blinding Lights, Levitating, Watermelon Sugar, Say So, Rain On Me, Midnight Sky, Kings & Queens) but it also had some of the worst pop songs in years (Mood, Put Your Records On, If The World Was Ending, death bed, Falling, Yummy, Nobody's Love, Heartless, Before You Go, my future)

2018
its highs are really high imo (marry me is one example) but three songs on that YE list are among some of my least favorite hits of the entire decade

Hmm...2015 and 2017 seemed like crappy years for music imo.
2016 was a personal favorite of mine.

I'd say 2018 and 2013 are the biggest examples from the past decade. You have fantastic tunes like "Delicate", "Finesse", "Nice For What", "Swimming Pools", "The Way", and "Get Lucky" mixed with bottom-of-the-barrel, reprehensible lows like "Freaky Friday", "FEFE", "Love Me", "Blurred Lines", and "U.O.E.N.O".
At least the worst hit songs in other 2010s years are mostly lame, annoying, or boring.
As for older years, let me give a shout-out to 2005, which featured iconic output from Kelly Clarkson, Green Day, and Mariah Carey, but also a plethora of vulgar and crass tunes like "Play", "Candy Shop", "Wait (The Whisper Song)" and "Your Body".

2006, you had some really amazing songs like Crazy, Ridin, Dani California, Hips Don't Lie, Promiscuous, etc but some of the worst is terrible such as Laffy Taffy, London Bridge, Sexyback, Lips of an Angel, You're Beautiful, etc.
2019 as well, you had Shallow, Billie Eilish, Post Malone, Old Town Road, etc. but the bad is bottom of the barrel like Someone You Loved, 7 rings, Me!, You Need to Calm Down, No Guidance, etc.

Absolutely fair enough, then. 😂 And yeah, I see where you're coming from with "Mood", and while I find the song to be a fun tune, some lyrics are a bit cringe. I will defend "my future", though, but its style is definitely a matter of personal taste.

I like "my future" in part admittedly due to politics, with Billie performing it during the Democratic convention, which of course isn't a positive to everyone. "Mood" is very good in and of itself and was pretty fresh-sounding at first, but has since been marred by overplay.

I’m totally fine with The Weeknd’s song lol. I understand people liking “my future” and I agree, it comes down to personal taste with that one.

Most of the Tiktok one hit wonders of 2019 and 2020 are plain awful. Things are getting better on that department, but no one on Earth will recall Trevor Daniel, Arizona Zervas and Ritt Momney in ten years time and be like, hey that was great

2014 was one of the worst years in music I've observed since I began chart watching, most of the big hits weren't even THAT bad, just painfully mediocre. It was that awkward period between the downfall of dance pop that dominated the early 10's and the transition to post-Lorde pop. Faceless EDM replaced dance pop while artists like John Legend and Sam Smith dominated the year with slow piano ballads. Even the biggest hit of the year "Happy" was downbeat. And the bad stuff was BAD, Jason Derulo delivered plenty of terrible hits including the horrible Wiggle while Meghan Trainor dominated the fall with All About The Bass, and let's not forget ol' Iggy Azalea and MAGIC! (ew).
However 2014 had some of the best hits of the 2010's: Rather Be, Ain't It Fun, Blank Space, Take Me To Church, Uptown Funk, Counting Stars, Latch, etc.

I think 2004 is like this too, even though I think it's the best year for music in the 2000s, some of the best is really amazing but the worst is just terrible, like you have the best like Usher, Kanye, Outkast, Alicia Keys and even Maroon 5 all releasing good hits but the worst is terrible like Goodies, Nickelback, Freak-a-Leek and the worst of the worst, Fuck It (I Don't Want You Back) like seriously how was this a huge international hit? Just awful.

If you really think about, you can really say this for any year, just look at the 10s.
2010: Had great songs like Need You Now, Bad Romance, B.o.B, The Only Exception, etc but had terrible songs like Hey Soul Sister, Deuces, Justin Bieber, 30H!3, any BEP song minus I Gotta Feeling.
2011: Some of the greats, Adele, Fuck You (Forget You), Party Rock Anthem, Firework, Lady Gaga, etc. Some of the worst, New Boyz, Tonight Tonight, Tonight (I'm Fucking You), The Lazy Song, etc.
2012: The good, Somebody That I Used to Know, Set Fire to the Rain, fun., Lights, Adorn, Paradise, etc. The bad, Birthday Cake, Want U Back, Justin Bieber again, etc.
2013: The good, Macklemore, Imagine Dragons, Swimming Pools, Royals, Carry On, Bruno Mars, Justin Timberlake, Get Lucky, Counting Stars, EDM as a whole, etc. The bad, Blurred Lines, Roar, Let Her Go, Cruise, Taylor Swift, etc.
2014: The good, Happy, Team, Am I Wrong, Story of My Life, Rather Be, Sweater Weather, Ain't It Fun, The Man, Ed Sheeran, etc. The bad, hip hop other 0 to 100, bro country, Maroon 5, All About That Bass, Rude, Talk Dirty, etc.
2015: The good, Uptown Funk, Shut Up and Dance, Taylor Swift other than Bad Blood, The Weeknd, DJ Snake, Hello, Fall Out Boy, Sia, etc. The bad, Watch Me, Marvin Gaye, Meghan Trainor, She Knows, etc.
2016: The good, Starboy, twenty one pilots, Ariana Grande,
2017: The good, Bruno Mars, Kendrick Lamar, Redbone, Praying, Sign of the Times, The Weeknd, Khalid, Havana, etc. The bad, Look at Me!, Migos, BodY Like a Back Road, Tunnel Vision, Imagine Dragons, etc.
2018: The good, Black Panther, Dua Lipa, Nice for What, Happier, Boo'd Up, Finesse, This Is America, etc. The bad, I'm Upset, XXXTentacion, Freaky Friday, Te Bote, 6ix9ine, Lucid Dreams, etc.
2019: The good, Shallow, Billie Eilish, Post Malone, Old Town Road, etc. The bad, Someone You Loved, 7 rings, Me!, You Need to Calm Down, No Guidance, etc.
It just all depends on taste but every year has its ups and downs.

I think 2005 is the most wild. We had songs such as Ordinary People, Lose Control, Best of You, Gold Digger, the comeback of Green Day, Hate It or Love It, the big hits for iconic bands such as Fall Out Boy, Gorillaz and The Killers, the big commercial breakthrough of Kelly Clarkson, as well as culturally significant events such as the debut of Carrie Underwood and Rihanna, and the comeback of Mariah Carey
But we also had some of the worst hits not just of the year, but of all time with iconically panned songs like Photograph, Run It!, My Humps, Candy Shop, Hollaback Girl, plus a whole shitton of crunk hits

Early-mid 2017 was very strong but late 2017 was garbage. I think It’s Everyday Bro was the turning point in terms of quality being the first absolutely horrendous song of 2017 (I’d give it a negative score).

If I were to choose one year from each decade to represent this qualifier, it would be as follows:
The '60s: 1964. This, of course, was the year the Beatles burst onto the scene and pushed music into directions not previously seen, with some iconic hits to boot. However, there were still several hits riding the coattails of the terrible trends of years prior, like teen tragedies and asinine novelty songs.
The '70s: 1977. A transitionary point between the legendary 1976 and the commercial peak of disco in 1978. There were legendary hits like Sir Duke, Dancing Queen, Strawberry Letter 23, and even the Star Wars theme (yes, that actually happened), but also some legendarily awful hits like Muskrat Love, Tonight's the Night, and of course, You Light Up My Life (technically on the 1978 YE but released and went to #1 in 1977).
The '80s: 1985. The year of Take On Me, Careless Whisper, Money for Nothing, Everybody Wants To Rule The World, and more iconic hits, but also some of the most iconically bad songs of that decade like Heaven, We Built This City, and We Are The World.
The '90s: 1991/1992. This was a bit of a tough one since most years of the '90s don't really have an abundance of iconic bad and/or good songs (not helped by Billboard's dumb airplay-only exclusions at the time), but I went with both 1991 and 1992 because when you look at those lists back-to-back, the absolute worst hits of 1991 were legendarily awful (Everything I Do, From A Distance, One More Try, Rico Suave, etc.), the absolute best hits of 1992 defined the transition from the '80s into the '90s (Smells Like Teen Spirit, Under the Bridge, One, Jump, etc.), and everything else just floated in a sea of underwhelming filler by comparison.
The 2000s: 2005/2007. In the former case, it makes sense: 2005 was the peak of terrible sex-rap/R&B songs (Candy Shop, Wait, Play, I'm Sprung, etc.), terrible pop-rap (Hollaback Girl, My Humps, Don't Cha), and a few other legendary stinkers (Photograph, Run It!, etc.), but also gave us the amazing runs of Green Day and Kelly Clarkson, indie breakthroughs from Gorillaz and The Killers, and several hidden gems like Ordinary People and Lonely No More. In the latter case, 2007 is often regarded as one of the better years for pop music of the 2000s, with the domination of JT/Timbaland and iconic hits like Umbrella and Welcome To The Black Parade, but people forget just how overexposed ringtone rap got around this time, leading to an eventual #1 in the widely-despised Crank Dat before being usurped by club-ready pop-rap.
The 2010s: 2013. Obvious choice for many, but 2013 was just an overstuffed year for pop music. The worst of that year represented the worst of that decade like Love Me, UOENO, and Blurred Lines, but it was also the year of Macklemore & Ryan Lewis' breakthrough, some of EDM's most iconic international smashes, and of course, Royals providing the blueprint for the sound of pop for the rest of the 2010s. All that resulted in a very hot-and-cold year for music, probably the most uneven of all time IMO.

Since I'm not American and I'm from Europe (Greece to be precise) i will rather speak about that was popular in European charts.
2001-2004: The good were really good, the meh were really meh and the bad were really bad IMO. Especially the American stuff.
2007: The hits from that year either aged like wine that still sound fresh today or aged very badly that are almost unlistenable now.
2013-2014: The Great stuff were mostly really great while the awful were mostly really awful. Truly 50/50.
2020: Full of great pop hits and at the same time full of awful tiktok/viral hits.
