As you know, there are so many things wrong with the Hot 100. What you may not know is one of the main reasons behind this is the removal of UGC.
1. UGC is a much more legitimate source to measure popularity than website sales. More people use UGC streams than website sales.
2. The negative effects of UGC's removal were obvious from the beginning when it allowed Sucker and I Don't Care, two songs that had been in recurrency for several weeks when UGC counted, to not only re-enter the chart, but to chart for several weeks afterwards. (Another unfortunate side effect is that it also abruptly ended Old Town Road's charting run, costing it several charting weeks and hurting its standing on Billboard's all-time list.)
3. The removal of UGC has made it easier not only for stans to manipulate the charts through website sales, but also for sales heavy songs to chart at higher positions than they deserve. Sure sales need to be downweighted, but if UGC counted, Aaron Lewis would have debuted at a much more appropriate position (lower than #14), Travis Scott would have not scored an illegitimate #1 with Franchise, and Butter would have no more than 4 weeks at #1.
4. Removing UGC has made it possible to chart for many weeks, yet not be ranked highly on any metric. One Too Many debuted on the Hot 100 over three-quarters of a year ago and continues to chart, despite not cracking the Top 40 on radio, not ranked on the sales chart, and non-existent streaming. While OTM's chart run has exploited the flaws of the recurrent rules, its chart run would have ended a long time ago if UGC counted.

1. That's an argument for tempering website sales, not for reintroducing UGC...
2. The reason they entered was due to the Christmas correction that started that year. Your timeline's actually borked: that week was January 11, 2020, but the non-song UGC removal didn't happen until January 18, 2020. Old Town Road also didn't leave until January 25, 2020, hampered by the removal of non-song UGC but not completely out for the count until radio dumping it after New Years countdowns sealed the deal.
3. This point is undercut considerably by the Rolling Stone 100, which correctly keeps UGC out and weighs sales at a more industry-standard rate. There, Butter hasn't gotten a single week at #1 yet and Am I the Only One only debuted at #24. The only catch with them is that D2C does still count, so Franchise did get to #1 and Butter has been chomping at the bit this whole time.
4. This was a thing before UGC got removed. Head Over Boots / Jon Pardi, Talk You Out of It / Florida Georgia Line, HeadBand / B.o.B. feat. 2 Chainz, Madness / Muse, and Take a Walk / Passion Pit all stand out in my memory in the streaming era. It's just what you have to deal with when it comes to genre hits big enough to crossover.
