Ultimately consumers will pay the price and piracy will just go up again if they make the services more expensive to offset any changes. I think a lot of acts have been smart about marketing their products in a different way to earn actual money. Streaming $$$ is an afterthought to most big acts. Sucks for indie and smaller acts but tbh the market has always been working against them, even back in the CD days where small labels could not physically make that many copies of your album.

The real reason government's care about this is that individual income tax is higher than corporate tax, and the artists don't have an army of lawyers and accountants at their disposal to shell game money around. Artists don't, and have never, made their money from selling (or streaming) albums and singles. Touring and merch is where their money is.
