1977 and 1984 (which is similar to 1976) only get x1.6.
Are the multipliers even rules-based?

Well go figure that 1976 has a x2.0 multiplier since the turnout in the Hot 100 during that chart year was very fast, So no it doesn’t at all baffle me that 1976 has that multiplier and just because 1977 and 1984 had similar fast turnover shouldn't mean that they should have similar multipliers.

No. Excluding a couple of genuine long-running chart toppers, turnover was very fast.
I know I lived thru the year.

I think the multiplier for 1976 should be somewhere in the middle. The turnover for ‘76 was not as fast as the turnover in 1974 and 1975, but not as slow as the turnover for the rest of the 1970s. If ‘74 and ‘75 had a 2.0x multiplier and ‘77-‘79 had a 1.6x multiplier, I think a 1.7 or 1.8 multiplier is appropriate for the bicentennial year.

Remember that I suggested a multiplier right in the middle? (1.75)
I also suggested it for 1977 and 1984.
