Granted she was not a failure to launch in the slightest, but where has Halsey been? She has not really been active on the charts in this current era. She was dominating in the second half of the 2010s, mostly 2016 to 2019, but no big hits since.

I remember her as the victim of the Casey/Ryan switch on AT40. Debuted on Casey's last chart, swept off due to recurrent re-entry and never heard from again. Her chart single "Who Will I Run To?" moved 47-42-39-41-40-40-45 in Radio & Records (leaving out frozen holiday weeks.) Its week at #39 was the January 3, 2004, AT40 (using the December 19, 2003 R&R issue's chart) which was Casey's last show--which incidentally has been played as a special bonus offering from Premiere by some stations that play Casey's old countdowns, mostly from the 1970s and 80s. If Seacrest's AT40 had continued to use the same chart then Kiley would have been heard twice more (and never thereafter), but as mentioned they went to a Mediabase survey with no recurrent rules and so a lot of songs that had fallen off weeks or months earlier reappeared. Of course since Radio & Records ceased publication in 2009 they'd have had to switch charts eventually, though the official Mediabase list with its recurrency rules is probably similar to what R&R would be putting out now.

Granted she was not a failure to launch in the slightest, but where has Halsey been? She has not really been active on the charts in this current era. She was dominating in the second half of the 2010s, mostly 2016 to 2019, but no big hits since. She released a rock album, and it understandably flopped (though probably met expectations, it definitely was not intended to be a big success like Manic and hopeless fountain kingdom), but did receive a lot of nice praise from critics and fans. It even included a visual "movie" accompaniment that was in theaters for a day and then was an exclusive on HBO Max I believe. Then she went on to make a few headlines when she opened up about how her label wouldn't let her release new music until she made something go viral on TikTok. Other artists came out with similar stories afterwards. The pushback from fans towards the label is what eventually led to "So Good" getting released, which was her first pop single in the post-pandemic era. It did decently in airplay, but was kind of a flop on streaming. (The song was kinda bland, so that's probably a big factor. Definitely a step down from Manic and a massive step down from the rock album.) But no other releases outside of that. Granted, she did voice a character for Sing 2, so that probably delayed some music creation. And I'm sure there's probably more label trouble since the TikTok comment and "So Good" underperforming.

Utada is an interesting case because she attempted to crossover to the English-speaking market twice ( Exodus in 2004 and This is the One in 2009; I don't count her 1998 English album since that predates even her Japanese debut) and flopped spectacularly both times. Her 2016 Japanese studio album Fantôme ended up charting higher on iTunes worldwide than any of her English releases, to the surprise of even her. Her first bilingual release, Bad Mode, was released last year and English-speaking critics such as Pitchfork and NPR were effusive in their praise for the album. I wouldn't really count her among the "failure-to-launch" artists since she maintains a huge following in Japan and seems to have finally made some waves in English-speaking territories in recent years, although it took her many years to get to this point.

Utada is also a weird case because of her association with the Kingdom Hearts franchise, wouldn't she? Because even though they were never chart hits, 'Simple & Clean' and 'Passion/Sanctuary' would have to be among her most well-known songs would they not? And then one of her songs from KH3 ('Face My Fears') was the song to finally put her on the Hot 100. One could argue that Utada isn't a failure to launch, she just did it in a really roundabout way that you wouldn't see from just looking at the charts.

Sofia Carson would fit here too, I think. She saw a small level of success with her R3hab collaboration in 2020, "I Luv U," but it didn't chart very high. She tried again to get a hit in 2021 with the first single off her debut album, "Fool's Gold." While that one performed slightly better chart-wise, it still wasn't popular and quickly fizzled out. Her song "Come Back Home" from Purple Hearts went viral, but it was more the movie and the song's sentiment within the context of the plot that caused it to go viral, rather than her voice or the lyrics.

Zara Larsson - she was supposed to be the next it girl but Dua swooped in and took her spot Alessia Cara - started off strong with a huge label push but flopped into oblivion after winning BNA Rita Ora - she's been around forever and scored some hits in Europe, but never became a major pop star Bebe Rexha - same as Rita, though she's had more success stateside. Never transcended hook girl status. Ava Max - dated one of the biggest pop producers so got a huge leg up. Scored a massive global hit and a couple of smaller ones, but she's still faceless as an artist. Camila Cabello - borderline since she was the biggest star of a successful girl group, and had two giant hits as a solo artist (both features). But she was never was able to build a distinct artistic identity apart from being the "Havana girl."
