I'd say Sheeran is overhated in the sense that he seems like a relatively good guy and too many people use his trash music as an excuse to launch cruel ad hominen attacks. Ed Sheeran is an anti-Brexit Labour Party supporter, participated in Ukraine benefit concerts, and supports LGBT rights and the Equality Act. He has a down-to-earth image and seems pretty chill, though he obviously has an ambitious streak as well when it comes to his career. These are all good things!
But I do still think his music is watered-down crap for soundtracking a Taco Bell.

I do think it is worth pointing out that the hatred for Ed Sheeran the singer is not at all the same as hating Ed Sheeran the man. I might not care for his music but he seems like a genuinely nice person if given the chance, and I'd gladly hang out with him over acts whose music I do like but are complete jagoffs

Commercially, obviously not. (Some may call him overrated, though I don't agree.) Not in terms of musical quality, either. His music is pleasant and enjoyable but not anything that is going to revolutionize the world musically or otherwise, and that's fine. Not every musical artist has to be super innovative or make some sort of grand social or political statement. And he seems like a great guy personally, as well.
That said, I can sympathize with the argument that he is perhaps overhated. Even on this board, some barely seem to want to acknowledge even his commercial success without trying to qualify/minimize it or taking snide potshots at him or his fans.

I wouldn't say he's underrated. To me he's probably the equivalent to the Justin Timberlake or John Mayer of the 2010's. Him and Justin Bieber are probably two of the biggest acts produced in the past decade.
