George Michael was the one to beat in 1988. leona is asking for one year and one artist. The one year that an individual artist/group had the biggest year of all time. So providing a list of years and the biggest artist for each one doesn't answer the question. I'd probably go with 1983 and Michael Jackson. Six hit singles throughout that year, massive international album sales, influential/iconic videos, the year he became a full fledged global phenomenon as a dancer/performer (Motown 25, moonwalk), etc. The Beatles at their peak were of course massive, but music television allowed Michael to take it to the next level IMO.

Bee Gees/Barry Gibb in 1978 were pretty huge. The Saturday Night Fever soundtrack really took hold that year after being released in late 1977. They had three #1s of their own, but then members also wrote the #1 "If I Can't Have You" off the soundtrack, as well as Andy Gibb's #1s "Love is Thicker Than Water" and "Shadow Dancing." Barry Gibb wrote Frankie Valli's #1 hit "Grease." Did Samantha Sang's "Emotion" also peak in 1978? That was a top 3 hit written by Bee Gees.

Yes the Bee Gees in 1978 is a good answer.

I really encourage you to explore pop music history, because there's life (and success) outside of the Billboard Hot 100.

Madonna in 1985 is a solid answer, but you could argue Phil Collins was as big or bigger in 1985. He had more #1s throughout 1985 (three), plus two other top 10s. His album from that year is certified higher in the U.S. than Madonna's album. He also did an 85 show world tour and performed at Live Aid that year, incredibly doing both the London and Philadelphia shows.

When I think of, "Who had the best year?" I like to follow it up with the semi-related question, "Whose stock rose the most?"
Obviously Harry Styles and Bad Bunny had great 2022s, but they were already superstars. A more interesting question to me: who became a superstar in 2021? Who was able to jump from the B-list to the A-list, or defied commercial expectations, or pulled off an unexpected comeback when everyone thought they were out?
Looking at 2022, Kim Petras is a great contender for this metric, but it's too early to tell. Lizzo also had a year that defied everyone's expectations: I don't really think people were expecting her to produce another number one hit. You could also make the argument for Glass Animals, but I definitely wouldn't, because we all fucking know they're never getting a big hit ever again.
In 2021, the obvious answers (to me) are Olivia Rodrigo and Lil Nas X. Olivia Rodrigo went from a nobody to a cultural phenomenon basically overnight; meanwhile, Lil Nas X went from being "the Old Town Road guy" who everyone expected to fade into kitschy one hit wonder obscurity to having two huge number one hits and being one of the most talked-about celebs.
So, maybe I'd organize my data like this:
Best year: Harry Styles (HM: Bad Bunny) Best surprise hitmaker: Lizzo (HM: Joji) Best comeback: OneRepublic
