No, definitely not. “Another Night” spent 11 weeks at number 3 in the mid 90s. Plus a lot of other songs spent more than 3 weeks at 3, so I don’t really follow the original comment.

Billboard's radio audience level does not always have the same conversion ratio as Mediabase's radio audience level.

Billboard may also change the formula to offset such changes.
