I checked 100000watts.com; the one in Vermont is actually WSTW-LP, an LPFM, owned by the Vermont Agency of Transportation.

So an LPFM can have the same calls as a full-power FM?

Yes, they can hold the same call letters, but only with the approval of the station who possesses the original. 93.7 WSTW-FM had to give written consent to the FCC to allow 96.5 WSTW-LP to use those letters. It's said and done now, legally. Nothing they can complain about..and if they did, it wouldn't matter.
