Mutt Lange is so far ahead of all of the others (excpet maybe Dre) that its not funny.
The guy has produced some of the biggest albums ever (Back In Black, Hysteria, Come on Over, Pyromania, Foreigner 4) and done so in many different genres.
He's had hits with the above artists plus The Cars, Billy Ocean, Bryan Adams (he produced Everything I Do (I Do It For You) amongst countless others) and Britney Spears to name a few.
With the exception of Phil Spector and Barry Gordy, he is probably the best of all time.

Of the choices, I'll choose Dre; he's made a huge mark on the hip hop world as both a rapper and a producer.

The fact that he produced many of the top albums of all time with different groups is testament to his ability.
