In the last 3 years, #1 Garth Brooks has sold approximately 418,000 units while the Beatles at #2 have sold over 6 million units; more than anybody else who was in the top 10 at the end of 2008 and is still there at the end of 2011. As a result the gap between Brooks and the Beatles has considerably narrowed, and it wouldn't be surprising to see the Beatles overtake him at #1 sometime in the next few years.

Showings by The Beatles, Metallica, George Strait and Pink Floyd are especially impressive, since they were active acts for a number of years before 1990. Carey, Dion and Alan Jackson had their first (English-language) albums in 1990, and Brooks had his first album release in 1989- like the other three, though, the vast majority of his sales occurred 1991-present.

We know SoundScan doesn't list The Bodyguard and The Preacher's Wife under Whitney Houston, but including those, she would be top 40, as well (top 30, it looks, with the posthumous sales). I don't think there are any other high-selling acts in the SS ersa who have a significant selling soundtrack album, that already does not count in their SS tally.
