There are 167 songs sold over 3 million.

This year "Somebody That I Used To Know" and "Call Me Maybe" sold more than 6 million. I believe "We Are Young" will also pass the 6 million mark with the year-end countdowns and gift cards 'till January. "Payphone" is in the 4 million+.
"Boyfriend", "Glad You Came", "Lights", "Starships", "Stronger", "What Makes You Beautiful" and "Wild Ones" sold more than 3 million copies.

Well, overall digital track sales are higher than physical single sales ever were in the UK, but you're right that the topselling digital singles in the UK are on the same level as the best years for physical sales, like 1997 or 1984.

In the USA, we're seeing all of these singles top 3 million- a lot more than those that topped 3 million in RIAA certs.

In the 1990s, the only singles certified at 3 million, that I found in the RIAA database:

Some Elvis/Beatles singles were certified at 3m or more. What I found humorous was all the Walt Disney certs for animated movies- why are they classified as singles?

With availability of individual tracks, that has helped track sales far and away outdistance physical-single sales. But even without those, the biggest hits are selling a lot more in the USA than the biggest hits on physical singles did

That is because physical single sell were extremely high in the UK, from the 60's to the 90's, which wasn't the case in the USA, we could onyl argue about 60's. For exemple "Mull of Kintyre" sold 2 million copies in 1977, becoming the first song to do so there - at that time the population of the USA was 4 times that of the UK - this would have been like selling 8 million copies of one single in the USA, but up to that point and untill the "We are the World" single and the "Candle in the Wind" no single ever approached such numbers, and the two songs I mentionned only did so because they were caritative singles, and no other ever done so.
In th UK, adter "Mull of Kintyre" there were two more singles that sold about 2 million copies "Rivers of Babylone" by Boney M. and "You're the one that I want" from Grease, at the same time the list of million seller would go on growing steadily and rapidly.
So I see nothing surprising that digital sales would surpass that of the best selling hits in the USA, as they never were that big to begin with, while in the UK they tend to match that of some of the biggest physical sellers and not surparss them, though we could disagree as never in the UK have there been so many one million sellers in so little time as there have been in the last few years.
