By NICK WERNER nwerner@muncie.gannett.com StoryChat 22 Comments MUNCIE -- La Toya Jackson failed to complete enough push-ups to pass a physical fitness assessment in becoming a Muncie Police officer for an upcoming reality show, Police Chief Joe Winkle said on Monday. The rest of the cast -- Erik Estrada, Jack Osbourne, Trish Stratus and Wee Man -- passed, Winkle said. "La Toya struggled with the push-ups, but we are going to spend some time working with her," Winkle said. A passing score included 25 push-ups in a row, 30 sit-ups in a minute and running 1.5 miles in 16 minutes and 28 seconds. The celeb recruits arrived this weekend to begin a month's worth of filming for a reality show on CBS produced by Tom Forman, creator of Extreme Makeover: Home Edition. The cast will carry guns and respond to emergency calls with their individual training officers, but must first pass the same tests and requirements of any other reserve cop. Reserve officers are not required to pass the physical fitness tests, Winkle said. Nonetheless, the department will analyze fitness tests and physical performance in self-defense classes and firearms training to determine whether the recruits are strong enough to continue. Should police determine Jackson is too weak, she could be rejected as an officer, Winkle said. Training is expected to last another eight days. A representative of Forman Productions referred questions regarding the physical tests to CBS spokesman Phil Gonzales. Gonzales, who is in Los Angeles, said late Monday that he was unaware of the situation. In a previous interview with The Star Press, producer Tom Forman said he chose celebrities who were physically fit. No doubt fitness trainer and former pro-wrestler Trish Stratus, 30, is in top condition and Osbourne, 21, reportedly lost 70 pounds since spring by jogging, kickboxing, rock climbing and giving up drugs, alcohol and cigarettes. At 4-foot-7-inches, professional skater and Jackass star Wee Man might have been at a disadvantage for at least the running segment of the assessment, and Jackson and Estrada are both in their 50s. Forman said he became familiar with Muncie through another one of the show's producers, who is from here and decided on the city because it represents quintessential American communities. "They go through what we call pre-basic, the standards of what a regular policeman would go through before being allowed to work," he said. "They certainly treated their training today seriously, which is encouraging for us. It's not a joke to them." Winkle said despite the serious nature of the show, it will be a fun experience with some comedic moments by both the police officers and celebrities. It will be an exciting opportunity for his officers to be on national TV, he said. "There's got to be some funny moments seeing Wee Man go on calls," Winkle said. Mayor Dan Canan and Winkle were on a committee to decide if this project was a good investment for Muncie, deputy mayor Phyllis Amburn said. After deliberating for a short time, they decided it was. The city's goal for the show is to get recognition for Muncie to help it expand economically, Amburn said. "We are looking at it positively," she said. "This is not a comedy, it's relatively serious and will get recognition for Muncie." If all goes well for the show, the number of recruits that the Muncie police department receives could increase, Winkle said, although that isn't the reason he decided to do the show. "We're hoping that if we are received well we will attract recruits who would otherwise not be attracted to Muncie," he said. One of the co-producers who originally approached Winkle graduated from high school in Muncie, which is part of why the producers chose the city for filming, Winkle said.

By NICK WERNER MUNCIE -- Training to be a police officer has made La Toya Jackson so much more confident that her voice has even changed, she said. Jackson, 50, once communicated with the soft voice common to those in her famous musical family, including her brother Michael. Now, however, she said she sounds stronger, sometimes even aggressive. "This is not the same La Toya that walked through that door," she said in her first interview with The Star Press, just a week after arriving in Muncie. "I'm stronger. My voice is stronger. I'm not that shy anymore." The Jackson metamorphosis has caught the attention of the only other female cast member, Trish Stratus. Of the five members of the CBS celebrity show Armed & Famous, Jackson has made the most progress, Stratus told The Star Press. Jackson was born in Gary but moved at an early age and has few memories of Indiana, she said. This is her first visit to Muncie. "The people are the most cordial people," she said. Jackson said she has turned down many offers to appear in television shows before :'( but agreed to Armed & Famous out of respect for public safety workers, including police, paramedics and firefighters. She considers them her heroes, she said. "These are people who help other people, who care for them when they are in need," she said. Jackson doubted her family would believe everything she has done, including shooting guns and training in defensive fighting tactics. "My sister always said the heaviest thing I carry is a purse," La Toya said.

"Armed & Famous" is an upcoming CBS reality show in which former "CHiPs" star Erik Estrada, La Toya Jackson, Jack Osbourne and others become armed reserve officers on the Muncie, Ind., police force. (Former Minnesota Gov. Jesse Ventura reportedly was considering the show, but opted out.) CBS publicist Kelli Raftery confirmed Monday that the show has offered some of those arrested T-shirts or cash to sign a waiver, officially known as a "likeness release." "This release form has no effect or impact on the arrest or the bond," Raftery said in a statement. "A nominal fee in exchange for a likeness release is not typical, but is certainly not unprecedented." The tactic angered a woman whose son accepted $150 in exchange for having his face shown. "No amount of money is worth the pain and hurt that I'm feeling as a parent," Dorothy Woods told The Star Press. Her son, Terence Walker, 23, was arrested Thursday night on a warrant and misdemeanor marijuana charge by several Muncie police officers, including celebrities Trish Stratus, Wee Man and Estrada. Woods said she believed the show is spending a disproportionate amount of time in black and poor neighborhoods on the city's south side. Muncie Police Chief Joe Winkle denied that the show was taking advantage of low-income residents and said his department was not involved in the waiver process. "We are just going where we get called and policing like we would any other time," Winkle said. Walker said he initially declined to sign the waiver. But when a producer offered him $150 and reportedly told him he would appear on television anyway, Walker said he tried to make the best of a bad situation. "That way it wouldn't be all on my family," Walker said, referring to the $630 he needed to get out of jail. In another case, Philip Vore, 36, claims Muncie police held him in an empty room at the Delaware County Jail, refusing to officially book him until he signed the waiver. Winkle denied the allegation. Vore eventually agreed to sign the waiver in exchange for $400 — money he has yet to see, said attorney Michael Quirk. Producers initially offered Vore a T-shirt that said "I got arrested by a celebrity and all I got is this lousy T-shirt," Quirk said. "I think the city of Muncie has set themselves up for embarrassment and lawsuits and all kinds of problems," Quirk said. The celebrities met with 29 four- and five-year-olds from Head Start, teaching them the importance of 911 and reading Make Way for Ducklings and Peanut Emergency. ADVERTISEMENT "I think it's a blessing," said Esther Peugues, whose son Travis, 5, was in attendance. The goal of the event was to promote reading and to foster a positive relationship between the children and police officers, Head Start director Nancy Robinson said. Head Start is a program of the U.S. Department of Health and Human Services that promotes school readiness among underprivileged children. The local agency serves 257, and those at Friday's reading session were chosen based on good attendance, Robinson said. The producers of Armed & Famous contacted Head Start earlier this week, Robinson said. "We talk a lot about community involvement," Robinson said. "So, the fact that they will have more exposure to police officers is great." The reading session provided a truly authentic experience for the celebrities and the show's producers for two reasons. First of all, few children knew who the women were, so the kids viewed them in very much the same way they would any other officer, parents and organizers said. And finally, there are no second takes with a group of pre-schoolers. The kids thrust their fingers near Stratus's face to visually represent their age for her and provided the women with a constant flow of random personal information. "I'm five years old," one child said. "My dad is a wrestler," said another. "I have a booboo," one exclaimed. At one point a child passed gas. "Say excuse me," Stratus, a former professional wrestler, said with a smile on her face. Muncie Public Library director Virginia Nilles said at least two families signed up for library cards while they were there. An Armed & Famous field producer encouraged the children to sign up for library cards as he passed out waivers that allowed the show to broadcast the children's faces on TV. (The waivers required the signature of a parent or guardian.) "One of the things you want to do is make reading fun," Nilles said. "The fact that celebrities are reading to them may have an impact on how they view reading." Five-year-old Willoe Cunnington did not know La Toya Jackson but surmised she must have gained her fame and wealth through selling lemonade. Her mother, Wednesday Cunnington, said she wished the police department would continue such readings with regular officers. "It's awesome," she said.
