I don't really see how any of them made an "impact," but Gaga's was easily the biggest, so I guess her. This. I don't really see how any of them (maybe Taylor, because Country supporters view tours the most and are seen as the most supportive album-wise, as a result) really made an impact, either. So my vote goes to Taylor.

There is no recent competition against The Monster Ball Tour, especially among the tours listed. A big question here as I've seen posted multiple times above me is what exactly constitutes the impact of a world tour, and what the definition of impact is. I look at impact as how much you have shaken your respective industry in terms of success, commercial performance, and critical performance; this generally translates into how well known and recieved your tour is. So yes, all of the listed tours have made an impact of some sort.
The Monster Ball Tour is the highest grossing tour of all time by a debut headlining artist, and is the sixteenth highest grossing tour of all time overall. It grossed 200 million dollars. Its headlining artist was Billboard's number one artist of the year coming off of a huge era, not to mention the enormous buildup of hype during its final few months. The other tours, while clearly successful, have nothing on that. No competition. Anybody voting for another option is twisting the facts.

I think GaGa's tour made the biggest umpact. Live powerful vocals, playing piano, dancing, huge staging but made it feel intimate at times. She gave everything. I also think it was great such a young mainstream country female could sell out stadiums. I'll give her the runner up spot.
