It's unfair to pit their third singles against each other this early in the game but impact wise:
We Can't Stop had more of an impact culturally to all of Katy's singles, besides maybe "Roar" which there may be a tie there Wrecking Ball >>> All Katy's singles
I'm giving it to Miley because her singles have created more buzz and impact.

Miley had 2 songs make the 2013 year end top 20 chart (one of which has broken numerous streaming records) and Adore You (which looks to be another top 10).
Roar is a massive seller; Unconditionally is definitely a poor performer, Dark Horse has had an impressive run.
I'm giving it to Miley since she's been consistent and hasn't had any of her singles underperform.

The only song I like from either artists from both of these eras is 'Dark Horse'.

I see it like this
(Popularity)
Roar vs Wrecking Ball Roar wins by a decent amount
We Can't Stop vs Dark Horse We Can't Stop is the bigger single so far, but Dark Horse could become a #1 hit and become more popular.
Unconditionally vs Adore You Unconditionally wins so far, and I doubt hat Adore You will become more popular than unconditionally, and it will fall off the chart after a short time (10-15 weeks, which it maybe even stretching it too far.)
Katy Perry wins 2-1 So far.

Miley rose up from obscurity, turned black, invented twerking, and reestablished herself as a cultural phenomenon. Katy stole a song from Braless, flopped w/ a shit ballad, and now radio had to step in to save her career. All of this is coming off the heels of one of the strongest pop eras in recent history. Embarrassing.
So Miley.

Katy will have the bigger hits on paper, but Miley's will probably be remembered as bigger.

Roar pretty much went up against both We Can't Stop and Wrecking Ball.

Roar was a bigger hit than We Can't Stop Wrecking Ball was bigger than Unconditionally Dark Horse is already bigger than Adore You So Katy. This. Besides, Katy still has Birthday, Legendary Lovers, Walking On Air, By the Grace of God, This Is How We Do all waiting to smash... Miley will never hit the Top 10 again with this era. Miley rose up from obscurity, turned black, invented twerking, and reestablished herself as a cultural phenomenon. Katy stole a song from Braless, flopped w/ a s**t ballad, and now radio had to step in to save her career. All of this is coming off the heels of one of the strongest pop eras in recent history. Embarrassing. So Miley. You mean a Grammy-nominated song, a Katy personal favorite track that peaked in the Top 15 and the #1 single everywhere (Spotify, Shazan, iTunes, Top 5 in YT with just audio)? Gurl bye, while DH is #4 in the Hot 100 and #1 in sales effortless, "Bored You" cannot be saved even with a 'shocking' video of Miley masturbating.

Not really a fair poll since Dark Horse is just starting its domination. Once its done it will probably be Katy, but for now it's Miley.

Miley for now definitely. 2 top 2 hits with 1 #1, 2 3M selling singles, 2 songs that have views way more than Katy has. Katy's success is quite disproportioned with her singles but Dark Horse seems to even it out a bit. Adore You doesn't look like its going to be quite the hit as the other two Miley singles but its quite doing well on pop so who knows how it'll perform in the end.

Not really a fair poll since Dark Horse is just starting its domination. Once its done it will probably be Katy, but for now it's Miley. Precisely. "Roar" may the biggest hit so far, by a hair over "Wrecking Ball," but Miley's hype and media storm eclipses Katy so far. I definitely think "Dark Horse" will change that though- it's about to be become a phenomenon on the level of "Blurred Lines," "Call Me Maybe," "Single Ladies," "Hollaback Girl," or "Yeah!" [the type of hit that only comes across a handful of times per decade].
