This song has been on Mediabase over two years. Does anyone know where it peaked?

Don't know the MB numbers -- I can tell you the song peaked at #50 on the Billboard chart dated Aug 2, 2003. I know it isn't eligible to chart now on BB, unless it were to be officially re-released, and I don't see why it continues to hang around looking like a current on MB. But I don't suppose it's doing any harm.

It probably never had 3 unbulleted weeks in a row while it was in the Top 50. It probably took the song dropping out of the Top 50 (and therefore off the chart naturally) before it had a 3rd consecutive bulletless week.
Very rarely will a song drop off R&R's Country chart naturally before becoming eligible to go recurrent. But Mr. Carson proved that it's not impossible.
