No, because this is only the instrumental of the song, and if you go to the video's YouTube page, "Empire" is not linked below the video on the right.
And unfortunately, although this has nothing to do with whether it counts for streaming or not, "Empire" is actually decreasing on iTunes despite that video's massive popularity.

I cannot believe how forever this has taken to become a hit and it still haven't become one! This is pop perfection, one of the best songs of the year (and of her career) so I fail to comprehend on what's happening. Why is this not a hit yet?

It seems she just can't get a hit from this album. I'm sure Dare/La La La will do well in many countries. I'm hoping You don't care about me gets the single treatment at some point.

Well no one is here for Shakira this era tbh. Sales I'm Europe have been awful for the album and the first single way underperformed.

The real smash of the era is "You Don't Care About Me." Though, with this not doing well, I can't foresee anything really being a big hit, which is sad. This is her best album in a while.

Its selling well on iTunes for the exposure its had, and its getting great feedback from the general public (#1 on Hit Predictor). Its just radio that doesn't want to play it.

Positives are down 2 weeks in a row, negatives are up 2 weeks in a row. When you rank by positive rating this week, its 34/36. Net Positive rank is 33/36. The reaction to the song on radio is not positive, no matter what HitPredictor said 4 weeks ago. The only decent score it has is familiarity.
I get that you're a Shakira stan, but let's be rational about this. It's radio isn't great. It's sales aren't great(compare the commercial reactions to Empire and Sing or Love Runs Out to see what SHOULD have happened to Empire sales after she performed on the voice). It has no streaming. And this is after what, high profile performances? I mean, her voice performance and BBMA performance each had over 10 million people watching, her AI is over 10, a not insignificant number. The song has gotten way more promo than a lot of songs that are higher on radio and in sales.
You can't blame radio, who has given this song a way bigger chance than its sales suggest it should, for this song not catching on. It's just not what people want, at least from Shakira.

Just curious, who was the last woman over 35 to have a big hit on pop radio?
I honestly cannot think of anyone since Jennifer Lopez released On The Floor. Idina Menzel had a big Hot 100 hit, but with minimal pop radio airplay. Sia was featured on Titanium, but Calvin Harris is the main artist.
My point is that, although I really want this to be a hit, women after a certain age, unfortunately, stop being considered hip enough for radio airplay. It has been a fact since forever. Radio does not want to play Shakira, and although I want this to be a hit, i am skeptical that it will be. I am skeptical that anything from this album will be. It's a shame because taking her age into consideration, I felt that this was her last chance to get a big hit before radio really turned its back on her. I might have not realized that it was too late already. The oldest woman that I can think of that scored an enormous solo hit in the past couple of years is P!nk at the ancient age of 34.
Dare will flop big time in the U.S. if released. It also happens to be one of her worst songs, up there with some of the stuff on Laundry Service. So if they're going to release something that will likely flop, I'd rather it be something that is actually different and...good.
You Don't Care About Me seems like the best choice, but I'm also a bit curious about how Cut Me Deep would do. It sounds perfect for summer, and MAGIC! have a lot of momentum going right now, so radio MIGHT be a little more willing to play it...

You have a point and that, coupled with the fact that the label make a conscious decision to market her to an older audience doesn't help her at all. I mean, the voice, activia, no dancing in her videos anymore, it's all geared to an older audience than most pop radio listeners.
Why they didn't try to push this to HAC I don't know, especially since pop radio hasn't been much interested in this from the beginning. Not that pop radio has had much interest in Shakira since 2006 anyway.

Shakira is the one that didn't want to dance much this era. She wanted hits that were more about the music than dancing. She'll dance for "La La La" though.
Also, for the little airplay it has, its pretty stable on iTunes, currently #44. Birthday, which has a lot more airplay, is #34.

I don't think the age is the main thing in here, radio is just not interested to play this song and the callout scores aren't that encouraging as well, this has grown on me a lot but it doesn't sound like a BIG Pop hit tbh
