I have never seen a reference to Shakira as "old". In general, she is extremely well regarded and respected as a celebrity, especially when you consider that her last "significant" hit in America was 5 years ago.
This is just a weak single choice, like the previous single was. If you don't come with the material, don't expect much especially after being absent for so long.

I think it's an issue of trying to change image at this point of time. After 15 years of supporting a fun bootyshaking image now she tries to pull a harder sound and seems it's unfortunately not connecting Empire to me sounds better than Lorde's stuff but of course Shakira is not an alternative-like act. Maybe if this had been a first single it could've done better ... I'm still not counting it out-Maybe it's a sleeper hit... But seems it may not go top 20 either. I do agree that sales have not even much of a problem. She's remained in a good stable top 50 position much of its run. Maybe one last trick could be a price discount. Actually that could've been combined with a performance and tried to get a top 10 iTunes placement. Let's hope Dare can give Shakira a hit. It's the closest to her fun side that seems what people want from her.

I'd hardly consider Shakira "old," but the fact still remains that radio won't touch pretty touch ANYTHING from a female artist after she reaches a certain age as the artist is no longer considered "hip", and that agic number seems to be around 35. I'm not saying it's the only reason the song isn't doing well, but I think it's more of a factor than people want to admit.
Gwen Stefani and Mariah Carey had hits in their mid 30s, but that's all I can think of. If you think two artists in ten years is evidence that radio is willing to give a female artists an equal shot regardless of age, I think it's completely wrong. I challenge anyone to name three more female solo radio hits in the last 10 years that became hits after the artist had turned 35. You MIGHT be able to do it, but I'll bet it's not an easy task. Ageism/sexism on radio remains a HUGE problem.

All five of Gwen's solo top tens were after her 35th birthday. Mariah has also had five (plus Beautiful) since turning 35. Madonna had a top 5 hit with "4 Minutes" at 49. P!nk will turn 35 this September and I'm sure she will continue to do well on pop radio. Age is definitely a factor, but I don't think it's a big deal in this case. Shakira has only had three top ten hits on pop (two in 2002, one in 2006), as well as a top 20 in 2009. Considering that, Shakira could be doing a lot worse.
It is interesting to see how things have changed though. I don't have much knowledge of the pop charts in the 80s and 90s, so I'm not sure how older females have done in the past. I did notice that Madonna has had 13 top tens since turning 35 in 1993, but only one of those was released after 2002.

That's quite an achievement...
But let's stay on topic.
Really I never saw the potential in this song that people seem to find. The verses are too weak, the chorus is nonexistent. "I'm like Ooooooooooooo" isn't a chorus, there's just no hook here.

It's not like it's out of nowhere, she's attempted to branch out before with with things like 'Don't Bother' but when that doesn't work she invariably puts out another hip shaking anthem. Neither this or 'Can't Remember to Forget You' fully clicked with me but I praise the fact they're giving it a good attempt.

Do we know where this is on Hot 100 this week? With so many sales based debuts in the middle of the chart I can't imagine it went up and probably got pushed down again.

It was huge on streaming (comparable to OTF) and I think it had good sales but radio didn't give it a chance (I mean, they were barely giving OTF a chance either and it was just after several live performances and the idol gig that it was given a chance!) I never thought Loca was a viable single in the US. It was a merengue song! I don't think a merengue song has ever been successful in the US. That was mostly a Latin oriented effort. Anyway I hope she manages to reach top 20 with empire. It's a really good song and Shakira deserves a break!

And Can't Remember To Forget You is still in the chart at #100. Not sure about this but this may be the first time that Shakira has 3 songs charting in the Hot100 at the same time.
