I'm going to say Piece by Piece. I prefer Kelly Clarkson in general of course, but 1989 also brought me back to Taylor Swift, who I had started to lose interest in during SN and Red. That said, 1989's highs are higher. "PBP" and "GGtB" are the closest PBP comes to comparing to "Blank Space," "Style," "New Romantics," and a few other songs. If I were to compare track by track:
"Welcome to New York" vs. "Heartbeat Song" "Blank Space" vs. "Invincible" "Style" vs. "Someone" "Out of the Woods" vs. "Take You High" "All You Had to Do Was Stay" vs. "Piece by Piece" "Shake It Off" vs. "Run, Run, Run" "I Wish You Would" vs. "I Had a Dream" "Bad Blood" vs. "Let Your Tears Fall" "Wildest Dreams" vs. "Tightrope" "How You Get the Girl" vs. "War Paint" "This Love" vs. "Dance With Me" "I Know Places" vs. "Nostalgic" "Clean" vs. "Good Goes the Bye" "Wonderland" vs. "Bad Reputation" "You Are In Love" vs. "In the Blue" "New Romantics" vs. "Second Wind"

Voting for Piece By Piece on this.
The highs on 1989 might be a bit higher (All You Had To Do Was Stay, Out Of The Woods, I Know Places), but there's nothing on Piece By Piece that's anywhere near as dreadful as Welcome To New York or just plain bad like Shake It Off. And Bad Blood still sounds like Avril Lavigne's severed clitoris, so that's working against it too.

When I created the poll, my vote was on 1989. After a few more listens to Piece by Piece, I just switched my vote. Obviously, PBP is fresher in my memory, but I don't think I ever loved anything on Taylor's album like I love "Dance with Me", "Someone", "Nostalgic", or "In the Blue"; and the lows from each album are about equal for me.
Either way, both of them are among my favorite albums released in the past year, but I have a feeling I'll be spinning Kelly's album a lot more overall.
