I dont think the "perfect pop song" exists. I think there are elements of songs that exist that can described as perfect, but as a total package not really. Like Janet's All For You, the "all my girls at the party, look at that body" hook is absolutely perfect. I find the rest of the song to be kind of meh. The chorus of Call Me Maybe is the stuff of pop legend, almost ABBA worthy.

Not to be a stan, but:
Shania Twain - "You're Still the One", "That Don't Impress Me Much", "Man! I Feel Like a Woman!", "Forever and for Always", "I'm Gonna Getcha Good!"
I know they're "country-pop", but some would consider them more pop anyway and there's more than one version of all of them.

I think of a "perfect pop song" as one that's 100% hook. Some standouts:
Uptown Funk ...Baby, One More Time One More Night

Practically everything Philadelphia's writers and producers put out in the 70s:
Thom Bell: Some guys have all the luck-Persuaders One man band-Ronnie Dyson Mama can't buy you love-Elton John And ALL his Stylistics and Spinners songs
Gamble/Huff: TSOP-MFSB If you don't know me by now-Harold Melvin Love train-O'Jays Me and Mrs. Jones-Billy Paul
Allan Felder/Norman Harris: ALL First Choice songs All Trammps songs He's a friend-Eddie Kendricks
And virtually every Chic song. What a wonderful decade the 70s was.
