The thing that you need to understand about the Harlem Shake complaints is that it had very little to do with the song itself. It was actually a legitimate complaint about the Hot 100 methodology and/or how Billboard chose to execute it, and for that reason is really the only 'correct' answer for this kind of question - it's an answer actually based on the Hot 100 formula (or what people think it should be), and not just "I hate this song, so it shouldn't have been #1." If it was only based on what I hated, I wouldn't even be bitching about HS. That is four weeks that would have gone to Thrift Shop, which I detest a whole lot more.
Billboard won't even count Youtube streams for full performance vids where there is literally no reason to watch except to listen to the song, if the video isn't categorized under music - and those HS vids were clearly of the "entertainment" variety. So why the hell were all the views for those 30-second meme videos ever counted? I concede that HS saw a huge and sudden jump in sales once the meme took off, but just like all the Vine hits behind it, those sales + streams of the full song would (and should) have just been enough to give it a fair showing in the top 10. IIRC its airplay was negligible and it never even reached #1 on the digital chart - it couldn't touch Thrift Shop, trufax most popular song in the country at the time.
Other viral songs have come since then, but notably, these other viral songs are usually Vine hits, so the source of their popularity actually doesn't get counted at all because it falls short of the 30-second criteria. Somehow I am supposed to believe that an extra 24 seconds is supposed to make the difference between me watching something for fun and me watching it for the music, when those HS vids were really no different than people looping that one Hot Boy snippet because of Bobby Schmurda hitting a meme-worthy 2-step. Not only does this not make sense but it kind of feels like the Vine hits are getting unfairly shafted because most of those end up finding life on urban radio, proving themselves to actually be popular outside of their original meme context.
HS is the only #1 in history to manage to get there without requiring anyone to actually listen to more than 1/10 of the entire song. It was one of BB's more absurd and extreme moments of inconsistency, and frankly, cheapened the chart somewhat to let it reign supreme.

They already had a cover story ready when "Harlem Shake" was announced as a #1 so that made it even more eye-roll worthy. I still think the song is trash though. It never did anything for me before the viral phenomenon and the same afterwards. He played it in a set at SXSW with Just Blaze and it didn't even move me with free alcohol in my system. I can't say I didn't use to crank it in the clubs in my college days because I did, proudly. The worst #1 on the Hot 100 for me is "The Chipmunk Song." It's so vile. We could have it much worse and have had "Axel F" from Crazy Frog be a number one in multiple countries or "Das Kleine Krokodil" from Schnappi I still can't fathom how that mess was #1 in several countries. I remember watching the VIVA Countdown in Germany and wondering how the devil could exist in such a little cartoon crocodile.

I'd say the worst #1 hit on the Hot 100 is When I Was Your Man by Bruno Mars. I love some piano ballads, like All Of Me or Someone Like You, but not that Bruno Mars one.

Work by Rihanna is undoubtedly one of the worst songs of recent times and it's reign on the charts is astonishing to me, considering it wasn't even in the Top 10 of sales for most of the weeks it stayed atop at #1 and it's video streams aren't exactly out of this world...
Must've been super huge on Spotify I guess....
See You Again by Charlie Puth is insufferable and "Panda" is so terrible I haven't even listened to more than 15 seconds of it....

I don't think Harlem Shake is that bad (kinda catchy I guess), but I still don't agree with 30-second dances rather than actual audio or video clips counting for streaming (why were those videos even under the category of music instead of dance or something anyway?) and the song being deemed the most popular one in the USA by Billboard for those 5 weeks (let's be honest here - did people really click on those videos because they wanted to listen to the song? obviously not). Won't get into that though because I don't want any trouble
Laffy Taffy is just so irritating and all around lackluster IMO. Still not nearly as bad as some of the songs that didn't hit #1 over the years though.

I can't hate Laffy Taffy. I mean, sure it's a terrible terrible song. But for me, it's a bit too terrible not to enjoy to some degree.
Some of the worst #1s I can think of, or at least one from each year:
2010: Nothing that bad. I guess "California Girls" if I had to choose. 2011: I really hated "Born This Way" at the time. I felt let down as a huge Gaga fan, but it's grown on me sense, so I'll probably say "Someone Like You" by Adele 2012: A lot of crap to choose from this year. Maybe "We Are Never Getting Back Together" but "We Are Young" is pretty bad too 2013: Harlem Shake, easily. And probably the worst #1. 2014: "Rude" by MAGIC! 2015: "Hello" by Adele
