Billie's songs have held up better than I would have expected in both Spotify and Apple Music. They would be higher on the latter if it weren't for all those Nipsey Hussle's songs.

Khalid's problem is that he has released new tracks every week for like a month so the album streams will suffer because people are already familiar with the songs such as My Bad and Talk. Plus, he's not very interesting artist and people won't grab the album right away. Album will debut ok but have decent legs.

It's hard to say what kind of first week numbers Khalid album will have, but it does seem that he's one of the few artist that is able to get better numbers with each release. American Teen debuted with 37k equivalent albums but he was established as an artist then, Suncity was an EP that debuted with 50k last year, so I'd think with this new album, he should be able to get at least 100k next week. One thing to note is that a couple of songs that he released earlier (Better and Saturday Nights) actually appeared on the EP but also appear on the new album, so their song sales and streaming should count toward the latter next week.

Singles get streamed more, and bought more, which leads to higher SPS. Not sure how it works for the RIAA though. Artists will often have an EP of a couple of songs and then include them on the album. This is nothing new. It is a way to get people to buy the album if there's songs on there they liked, but they didn't get the EP.

But it doesn't help for opening week.. For example, Better has been out for 7 months, it's not gonna get streamed a lot more just because it's on the album. Also as the songs are badly placed on the album (older songs in front), that would more likely hurt the streams than be an advantage. Among the first five tracks only one is new.
I'm not saying the album won't be successful, but it will not open very big due to the strategy.

Hits from EPs consistently make studio albums that follow after. There's nothing shocking about that.
Meghan's 'All About That Bass' was on Title EP, then made her album Title. Same with 'Marvin Gaye' making Charlie's 2015 EP, then his 2016 debut album. The Chainsmokers have also done that with multiple EPs/albums.
The goal is to have a studio album certified over an EP & when people listen to those hits on their page to be redirected to a full album to listen to instead of an EP to get more listener activity. And most of the time EPs aren't released on CD, while studio albums are, so it is the first time the song is available on a physical release therefore an incentive for CD buyers to get the album.

And ofcourse, certifications. Why would a label want an EP to be Platinum, but a studio album to fail to be certified? That's not a good look. They'd obviously want the studio album they invested way more into, to be pushed as the success. Also just because he doesn't sell relatively large amounts doesn't mean they won't try to make small attempts to boost sales. It's no different than plenty of albums that don't even scratch 100K having Target editions, bonus tracks on physicals, etc. Ella Mai's album has a special Target edition and it hasn't even sold 50K.

Khalid is all about longevity. Even if his album doesn’t go number one, he’ll still be in the top ten for weeks. Look what happened with American Teen. The album will still sell well enough for platinum status and he’ll still be popular. #1 album would be nice tho, he’s a talented artist.

With streaming on fire, could Billie Eilish's chart-topping debut hit 300k? Tracks from the Darkroom/Interscope wunderkind's WHEN WE ALL FALL ASLEEP, WHERE DO WE GO? own four of the Top 5 and seven of the Top 10 spots on Spotify's U.S. chart (including #1, "bad guy"), as well as the top track on Apple Music and five of the Top 10. The set is #2 at iTunes, while "bad guy" is the #8 track.
