Dr Luke has been cancelled, so don't include him.
I'd say one of the biggest to me was The Matrix. They were a huge production team for early 2000s pop and bridged the rock sound of the mid 90s with the pop resurgence of the late 90s. They worked with absolutely everybody from Avril to Shakira to Korn. And now I dont even think they exist.

Anyway, the first person to come to my mind for this is Scott Storch. Massive hits in the first half of the 00s (a bit longer since it went until around 2006), started partying and doing drugs and producing less at his peak, never got it back.

I would put RedOne on this list. After years of flourishing with Lady Gaga, Jennifer Lopez, and Nicki — with some acts with huge hits sprinkled in — he kind of petered out until he was relegated to producing for random European acts. He made a little bleep again by producing Ava Max's new single, but it's still nowhere near his glory days.

John Shanks had a brief burst of success around the turn of the Millennium (he was a go to for pop/rock albums) and then fell off. JR Rotem (late 00's/early 10's) Rich Harrison (one of the go to R&B producers of the mid-00's but fell off by the beginning of the next decade)

Timbaland produced some of the biggest hits of the mid 2000s and what's he done in the last 10 years of note? Beyonce's self-titled was the last project he worked on that achieved big success, but he shouldn't be grouped with people like Storch, RedOne, and JR Rotem. He was one of the key producers in the 90s and carried the mantle that Teddy Riley started in blurring the lines between genres.

I guess you could technically argue he "fell off," (after a ~15 year run) but then you could argue every single producer eventually falls off. I think a more interesting discussion is producers who had a brief moment of being a go to producer and then quickly fell out of favor. A producer who was prominent for 10+ years is a long term superstar producer in my opinion.. eventually they'll fall out of favor the same way superstar pop stars do just because they're replaced by younger/fresher ones.

I think in terms of pop, Bangladesh and J.R. Rotem easily come to mind. Especially for J.R., Down and Whatcha Say were huge inescapable hits so you couldn't go anywhere without hearing J-J-J-J-J.R. Glad Bangladesh is gone though.

I think if you are relevant for 10-15 years you reached your limit. I would say "falling out" should be used to describe producers who had good 5 years run then nothing. Red One comes to mind.

To chime in on the Timbaland discussion
Timbaland also still produces some minor hits every here and there Like JT's Filthy and Say Something He also produced Sam Smith's single "Pray", from Sam's last album
I think he also co-produced Kanye's "Closed on Sunday"
Aside from that, he produced one song on Zayn's last album and still does some work for Missy's releases

Stargate is another production team (it's a duo) whose hitmaking has lasted a long time even if their most prominent periods are behind them (Issues and Too Good At Goodbyes are other rather recent successes from them). Their first US hit was So Sexy in 2006, if you include hits outside the US, it goes all the way back to 1999 and their work with S Club 7. That's 20 years of hits, which is an extremely long time. They've definitely achieved longevity.

Tay Keith
He produced 3 of the biggest hits in 2018 (Look Alive, Nonstop, Sicko Mode), and now his 2 biggest songs of 2020 are (U Played and Go Stupid). He fell off HARD since 2018.
