I'm from Europe and don't quite understand how it works...
Take for example this for JoJos latest track:
145 JOJO Too Little Too Late 31 0 31 0.244
145=Her position in the chart 31= radio plays 0=? 31=? 0.244=audience?

First of all, it looks like you got your information from www.mmr247.com/mmrweb/AllAccess/Charts.asp?format=H1R&cutoff=0&showtopn=2000&showyear=y&dpt=n (or another page with some different coulmn headings) which is a Mediabase chart used by Radio and Records (www.radioandrecords.com), not Billboard. Radio and Records and Billboard have different radio station panels. 0 = plays last week 31 = play increase or decrease this week (in this case an increase) Your other guesses are correct.
