i'm ecstatic "the flame" made it to number one, but i have to say the whole chart is questionable to me when the taylor dayne song goes from #1 to #13 in one week's time.

I don't really follow dance music that much, but from posting here and at DJ Rico it's my understanding that this chart hasn't had a lot of credibility for quite some time. I've read that DJs don't accurately report the songs being played and that labels try to manipulate it to get their artist to #1 and then have it drop off immediately after to make room for someone else.

The chart always has been very heavy on turnover at the top, that's nothing new. The chart also remains the last of the Billboard charts to be based on reports, with tracks being assigned points for their rankings on those reports (how other airplay and sales charts used to be compiled).
