My most under-rated for 2008 have to be:
David Nail - "I'm About to Come Alive" [I'm still in love with this] Jessica Simpson - "Remember That" [great song] Adam Gregory - "Crazy Days"

OK, another LeAnn "stalker" here so I obviously agree with "What I Cannot Change." As mentioned, the arrangement and vocal delivery are easily up there with the best work that LeAnn has ever recorded. Add to it that she wrote the song and all of the good press it received over the past year and I am left scratching my head. But hey, the remixes are top 5 on the Dance Chart :)
"When You Love Someone Like That" is the SMASH that could have been. After LeAnn and Reba performed this, the song rocketed to the top 5 on iTunes by the next morning. You would think that both labels would have noticed? I understand that there are lots of politics when it comes to duets, but come on. It EASILY would have received a Grammy nod for best Collaboration, at the least!
Finally, I would like to add that any female not named "Underwood" or "Swift" should also make the underrated list.

"This Town Needs A Bar" has to be the most underrated track of the year. The song was well-written and the vocal matched the tone of the song perfectly. Great, great record.

Because it never even hit the top 10 overall on Itunes...
