That song is easily my favorite country single of the year, and I'm still kind of bitter that it flopped. Way TOO many to even mention Do #1s even mean anything any more? It seems like so many are bought by the labels or whatever especially right now or it's all about timing. Most of the good songs this year IMO haven't gotten into the Top Five even.

If by underrated you mean not a success on the charts, then I go with What I Cannot Change by LeAnn Rimes.

Hmm, so many. Where to start.
I thought Jypsi's "I Don't Love You Like That" was highly underrated. It was Top 40 in only its third week, but somehow it kept falling out and couldn't gain its footing. The vocals were a little flat, but it had a great, laid-back, folk-bluegrass sound and solid lyrics overall.
"This Town Needs a Bar" by Jeremy McComb was also seriously underrated and should've at least charted. One of my local stations (a Jones Networks feed that plays a lot of songs outside the charts) played this a lot. No doubt it was "too country", what with all the fiddle and steel.
I also thought that "Happy Endings" by Lee Brice was very underrated. I think that if Curb had actually released his album after "She Ain't Right" peaked, that "Happy Endings" would've had more momentum, but God forbid a Curb artist should have a lead-off single not make Top 20. It had a slightly rougher sound than normal, and I thought the lyrics were, at the very least, a much more original intepretation of the "she's gone, but maybe she'll come back" motif than Jack Ingram's cliché-riddled "Maybe She'll Get Lonely".
"The Strong One" by Clint Black, although a different sound for him, worked quite nicely. Even though it was a little overproduced (what is it with 21st century producers and compressing the guitars into a tinny mess?), Clint's vocals and lyrics came off as very heartfelt.
I agree with the OP on "We Rode in Trucks". That title is a little clumsy, but the rest of the lyrics managed to mine new territory from the often-overused theme of "where I grew up", by adding little lyrical details such as "where Flint River washes that red Georgia dirt".
"Rock & Roll and Pensacola" by Joshua Stevens is another song that benefited by having colorful, focused lyrics that told an engaging (and possibly true!) story, even if it was one of very, very many songs focusing on a lost summer love. I guess I'm partial to these songs since I never had a summer love.
There're more, but these were the first few that came to mind.

There are a lot of definitions of "underrated." I think Waitin' On a Woman should have lasted at least a month at #1; it didn't, so I will always think it was denied what it deserved.
Then the mid-top-10 song that should have been a #1 type of underrated: that one would be Laughed Until We Cried.
Then the top 40 that should have been a top 10: I'd go with For You.
But the overall winner has to be What I Cannot Change. One of the best-written and best-performed songs I heard this entire year, and it couldn't even manage a week at #60. That's underrated in a big way. I don't see how you could ever be more underrated than that one.
MODIFIED to include When It Rains (even with 3 different releases, it had too low a peak position) and When You Love Someone Like That (I'm sure there's a business reason this wasn't released, but I still think it's a hit every time I hear it). Thanks, everybody, for posting such good choices.

I can't undertand how LeAnn Rimes, Eric Church, Carolina Rain, and Carter's Chord could not seem to buy a hit this year. They all produced amazing music that I am still enjoying.
My favorite song that went nowhere this year was Ashley Gearing's "Out The Window."

I think Country PD's just didn't want to touch anything with Justin's name on it. His personal life wasn't nearly as much in the forefront back in 1999, so the Alabama/'N Sync collab was more widely accepted. But the overall winner has to be What I Cannot Change. One of the best-written and best-performed songs I heard this entire year, and it couldn't even manage a week at #60. Am I the only one who doesn't care too much about this song? Am I the only one who doesn't care too much about this song? It's okay, but it just doesn't seem that special to me. Maybe I need to listen to it a couple more times. My opinions of the song are all rooted in my personal experience with it and the connection I've made with the lyrics and performance. I know that sounds really cheesy, but it just really does mean a lot to me and has made me realize on more than one occasion how I need to change my outlook on a lot of different things in my life. I think a lot of people love this song because they are able to relate it to one specific thing about themselves and it becomes somewhat of an inspiration. I can definitely see where it wouldn't be that special though if you have no such connection with it.

I'll have to echo all the love for Luke Bryan's "We Rode In Trucks". In a year thick with country boy anthems that became big hits (including another one by Bryan himself), WRIT was probably the most personal and creative of the bunch (although I think Chicken Fried is a close 2nd), but yet it never really seemed to catch on. I think Hammer is right about it though, the hook just didn't seem to fit. It's just a shame that a weak hook can derail a solid lyric, while songs with non-existent lyrics get by with catchy hook.
Overall, I'd say that Eric Church's "His Kind Of Money (My Kind Of Love)" is the most underrated song of '08. After three somewhat mediocre singles all cracked the T20 (I liked both How Bout You and Guys Like Me, they just weren't very distinctive), he released back-to-back great songs, and both failed miserably. I doubt his 2nd album will ever see the light because of it, and I just don't understand why. The song seemed to have everything necessary to be a hit; catchy hook, solid vocals, radio-friendly sound, and yet it went nowhere.
Other underrated songs from '08 include: American Radio - Carolina Rain (I think this had something to do with Equity's financial struggles, but I thought this was CR's most radio-friendly effort yet)
No Tomorrow Here Tonight - Fisher Stevenson (I loved the unique sound of this song, and I figured it would either be a smash or a major flop, but I thought it would at least crack the T60. Hopefully Fisher will land elsewhere, b/c I'd love to hear more from him)
This Town Needs A Bar - Jeremy McComb (the success of Cold has somewhat redeemed country radio in my eyes, but this fine barroom anthem at least deserved to crack the chart)
Voices - Chris Young (I guess I should be happy that it made the T40, but this song still deserved better)
Falling Into You - Whiskey Falls (ridiculously catchy tune that would've been a smash if a bigger named act would've sang it)

There are many songs that should have been hits. It always happens that way.
But the one that tops the long list HAS to be:
What I Cannot Change - LeAnn Rimes
And not because LeAnn is my favorite singer. But becuase this is truly a well written song with an outstanding musical arrangement an instrumentation. And then, of course, LeAnn sings is flawlessly (ok, now there's my bias kicking in).
